Alarming Crime Rate in Tagbilaran and Bohol Province
« on: January 27, 2008, 06:29:49 PM »
The Bohol Chronicle

The incidence of murder, robbery and rape has increased this month compared to the same period last year and in 2006.

A comparative distribution by type of index crimes data collated by the Bohol Police Provincial Office (BPPO) showed that while there is a 17.4 % decrease in the incidence of index crimes in the first three weeks of January – murder, robbery and rape has gone up.

In the first 22 days this year, the police recorded a total of 6 murder cases, from only 1 and 3, of the same period last year and in 2006.

Twenty robberies were also reported since January 1 compared to 17 and 6 cases in 2007 and 2006, respectively.

According to the PNP, there were 3 rape cases since January 1. During the same period last year, police recorded only one incident of rape and two in 2006.

SHOOTINGS IN CITY

The PNP likewise highlighted 6 shooting incidents in the city, three of which are attributed to youth gang-related conflicts.

Two of the shootings resulted to death of the victims while 4 have been injured.
Police claimed three of the 6 shooting incidents were already solved. The cases happened between 9 p.m. to 4 a.m., except for one which took place at 2 p.m.

BURGLARIES IN CITY

The PNP likewise recorded six burglaries in Tagbilaran since the start of the year.
All of these cases have not been solved, the police bared.

The robberies occurred between 11 p.m. to 4 a.m. all victimizing so-called “soft targets” or targets of opportunity, police said.

According to the PNP, all six targets of robberies were without security alarm systems, 2 have security guards, and were discovered only after the next day. The loot mostly consisted of valuables and money.
The BPPO reported an overall 28.2% decrease in crime volume for the first three weeks of 2008, compared to the same period in 2006 and 2007.

Index crimes decreased by about 17.4% while non-index crimes also decreased by 41.8%, the comparative data showed.

We should not leave all the work to the police, because they are not omnipresent, despite their efforts to be more visible. Vigilance (not vigilantism) among the residents should also be encouraged. We should strengthen our local networks and install hot lines for suspicious persons and incidents.

Mavbe one reason for these is the alarming crime in the country not only in Tagbilaran alone is the unsolve problem of drug addiction to which in the process it resulted to more crimes in the city or even in the local district, dugang pa ang local police nato gamay ra sila ug kuwang pa sa gamit naa pay sa mga bu**** buangun nisamot ug kadako ang problima tawun.

hi olintaha,

i also suggested in another thread that citizens should police the police as well... kinahanglan bitaw i-professionalize ang police to cope with increasing crime...

did i hear it right that the PNP is instigating a new policy that policemen who don't know how to shoot will be given a batuta as weapon instead?

maybe policemen caught holding the "magic sing" should also be given a batuta. you're right, the police cannot simply sing crimes away.

roger on that ben, and i hope you will also agree with my suggestion in a related article that Mayor Dan Lim should now consider adopting the tried, proven and tested "Rod Duterte Formula" of solving criminality.

I have heard a lot of anecdotes about Duterte from my Davaoeno friends. Most of them have only good things to say about him, despite the seeming lack of due process.

Yes, I think we need a strong hand to deal with criminal elements in society. The mayor should show strong leadership against crime, and the police should be quick and professional. The justice system in Bohol, and in the whole country for that matter, also needs a good push for the speedy resolution of cases.

But the drive against crime can only succeed if all those entrusted with securing our peace and order are themselves not stakeholders in the criminal enterprise.

I agree that there is an economic aspect to criminality. The drive against crime and the drive to generate jobs for the people should go hand on hand.

To the criminals, it's something like "an eye for an eye", "a tooth for a tooth"; akin to the Fred Lim Formula also nga manglutaw sa pasig river.
To the policemen, it's something like "shape up or pack up".

Lumad, wa pa ba diay gibansagi ang Davao of "death squad city"?  Or basin nahadlok lang mo bansag kay mahadlok i "liquidate".  Bitaw, my view is that naanad naman gud kaayo ta how peaceful Bohol is and now that it's growing into a bigger city, there also goes the thing they called "growing pains".  I don't think the situation in Bohol is still that worst but it will if there's no drastic measure by our government and in that I mean the police force to curb the criminalities happening in our city.  I am no police strategist so I don't know what to suggest but I'd use Davao again as an example.  Wait,I would like to make it clear that I am not saying the allegations about being a "death squad city" is true or not and if it is true, I do not espouse this kind of strategy or don't I? ???  Dili bitaw oi.

Anyway, sometime back, I went home to visit my sister and my nieces and some families there.  I was in a passenger jeepney and I was amazed that the jeep had it's own basurahan with a note, throw your garbage here :).  Then suddenly I was so surprised that a car blocked our jeepney and there was commotion.  Then came out Mator Duterte from the other vehicle and followed by police officers.  The Mayor was so aggressive in harassing our jeepney driver.  I was just seated behind the driver so I saw most of what's happening.  The mayor was saying bad words and told the driver that the rules were clear and simple ug ngano pa daw supakon.  As it I learned later, naa diay city ordinance na NO SMOKING in public places including public vehicles.  Daw beh, nag smoke man tong among driver unya pagkakita nya ni Mayor Duterte, iyang gitagoan ang sigarilyo under his shoes.  The Mayor told us to get off and take another jeepney kay ilang gi dakop ang driver.  I thought it was too strong for a simple infraction but then again I realized later that if people can not follow simple rules and regulations, so much more the much bigger rules so tama lang na i enforce ang smallest rules by then the people would realize that our law enforcements mean business here!
