TMO head disowns traffic operation

       P/SInsp. Rodolfo Burgos, chief of the Bohol Provincial Traffic Management 
Office (BPTMO) has denied any link to the reported issuance of temporary 
operators permit (TOP) to traffic violators by a deputized traffic enforcer from LTO-Jagna.
      Although he admitted having secured the TOP from LTO-Jagna, Bohol to go after 
traffic violators, the Camp Dagohoy-based officer made it clear that the
operation of a certain Fred Añora was the subject of numerous complaints for allegedly apprehending and issuing receipts to erring motorists at the Tagbila-
ran-Dauis junction last weekend. The LTO-Jagna traffic man was also charged for operating even outside the area of responsibility. An apprehended driver has to present his/her TOP to the issuing agency.
       Insp. Burgos explained that since the BPTMO has secured its TOP  from 
LTO-Jagna, any traffic violator apprehended by his men has to transact busi-
ness with the issuing agency at LTO-Jagna. For unknown reasons, the Tagbilaran branch of the LTO for a quite time now has not issued TOP for use by the BPTMO, making it hard for apprehended drivers to get back their seized licenses, Burgos stressed.
     Reacting to complaints that motorists are being flagged down without any violation, Burgos emphasized that this is in consonance with the Anti-Carnapping Law. This is one way of determining whether the engine and chassis numbers of a motor vehicle are in order as reflected in the certificate of registration, he added. Insp. Burgos along with Tagbilaran LTO registrar Ben Paden, Leonardo Olaivar (LTO-Jagna), and Henry Ancog (LTO-Talibon-Bohol) have been summoned by the Sangguniang Panlalawigan this coming Friday to iron out their respective areas of jurisdiction and other matters concerning in the enforcement of traffic rules and regulations.
