Pres. Arroyo pushes Bohol cimcumferential road

       The administration of President Gloria Macapagal Arroyo will implement this year the Bohol Circumferential Road Improvement Project Phase II (BCRIP) that would improve with concrete pavement the highways from Calape to Loay via Tagbilaran City and Loay to Candijay costing about P1.4 billion.
        This was revealed yesterday by Rep. Erico Aumentado, one of the key players in securing the project for funding under the Japan Bank for International Cooperation (JBIC) 24th Yen Loan Package,  after a meeting with newly installed DPWH Sec. Simeon Datumanong the other day at the Centennial International Airport in Pasay City.
       Datumanong, a colleague of the solon since 1992 in Congress, assured Aumentado that he will prioritize for implementation the BCRIP II to spur the economic development of the province.
        The public works secretary emphasized that the road project is very vital to Bohol being an island province and still considered among the lesser developed provinces in the country.
        The DPWH top brass was informed by the 2nd district solon that the department pre-
qualification, evaluation and awards committee (PEAC) is now evaluating the bids of Pacific Consultants International Inc., Katahira Engineering International and other participants in the bidding for the review of the detailed engineering and design and project supervision in the implementation of BCRIP II.  What are needed, Aumentado said, are the early resolution of the bids, technical and financial, by PEAC and the secretary's approval thereon for concu-
rrence by JBIC.
        Responding, Datumanong said that it will be among his priorities as soon as he gets settled in the job in order to jump-start the project early and generate jobs as well as to help pump prime the economy.
        Datumanong and Aumentado agreed to meet in the former's DPWH office together with PJHL Director Danilo Trajano and Usec. Manuel Bonuan who inspected the Bohol Circum-
ferential Road Improvement Project Phase I (BCRIP I) covering the highways from Calape to Buenavista (Package 4), Buenavista to Talibon (Package 5) and Talibon-Ubay-Candijay (Package 6) and the BCRIP II highways.
       Board Member Roberto Cajes attended the meeting.
      It will be recalled that Aumentado secured the approval by then President Fidel Ramos of the Bohol Circumferential Road Improvement Project on February 5, 1993 for funding under the OECF 19th Yen Loan Package and now completed, while BCRIP II is due for implemen-
tation this year with loan agreement thereon signed on December 28, 1999 yet.
       Aumentado represented Congress in the negotiations of the Bohol Circumferential Road Improvement Project Phase I and II during the negotiations here in the Philippines and in Tokyo.
        The BCRIP II will be undertaken in two packages: the Calape- Tagbilaran-Loay highway (Package 1) and the Loay-Candijay highway (Package 2).(Nonie Nambatac)
