       There  may finally be an end to the misery of the Trinidad and Talibon peasants whose unconsoled agrarian woes over the vast Bohol Cattle Corporation landholding are gradually pushing tenancy to the brink of altering their human persons.
      The dawn of freedom for the hundreds of landless farmers from the bondage of soil was seen after the Localized Peace Forum got the strongest commitment on Monday from two important government agencies to resolve the lingering impasse.
      LPF chair Bishop Leopoldo Tumulak of the Diocese of Tagbilaran, co-chair Gov. Rene Relampagos and Vice Gov. Edgar Chatto also had the DENR and DAR convinced about the immediate necessity to amend the national issuances that have prejudiced the peasants in other parts of the province.
       On Friday, the LPF will submit to the Sangguniang Panlalawigan a statement which is intended to help articulate whatever legislative endorsements are needed by what the farmers call “inutile” DENR and DAR.
       Usec. Ramon Paje of the Department of Environment and Natural Resources assured no peasant will be evicted from the BCC  land pending the approval of tenurial instruments.
       One workable solution identified is the formulation of  a bill to be submitted in Congress reclassifying or delineating the vast lands within the coverage of the most despised Presidential Proclamation 468 and 1037.
      PP 468, which protects the Wahig-Inabanga River-Watershed Forest Reserve, reportedly also fences out the landless tillers who have long been fighting for the 1,300-hectare BCC landholding, which spans within the boundary barangays of Trinidad and Talibon.
       PP 1037 proclaims the lands within the rolling span of the Chocolate Hills as protected area, too.
       Another “land grabber” is PP 129 which declares the interior Bohol a protected area in the guise of Rajah Sikatuna National Park.
       Lately, the DENR submitted an inventory of the natural bounties within the RSNP but which data forced capitol to suspect if the agency indeed did its homework.
       Before, a DENR secretary can reclassify lands but this power has since been entrusted to Congress, the LPF was told.
       Despite the knowledge of the DENR and DAR about it, no concrete action has been done until the LPF, a major peace key player in Bohol, demanded an influence-defying political will from the said agencies.
      Earlier, both the LPF and the Provincial Peace and Order Council were told that the Department of Agrarian Reform could hardly process papers because the DENR has been insisting the BCC  area to a timberland.
      DAR Regional Director Rogelio Tamin also appeared in the LPF meeting on Monday which was held at the Capitol SP Session Hall.
      The mediamen, meanwhile, couldn’t have a total grasp of the situations in the areas of conflict being barred from covering the meeting. 
      A casual employee, said to be a driver of capitol functionary Romeo Teruel and younger brother of presidential appointee Rodolfo Caneda of the Cooperative Development Authority, blocked the newsmen “by order of Teruel.”
      After the meeting, the governor, apparently surprised why the press people simply idly stood outside, asking them why they did not cover the forum when there were “important topics inside which the media can greatly help purvey to the people.”
