Bohol Campaign Against Rabies

July 2010 - Edcom - The provincial government will soon launch an annual search for the Best Performing Municipalities/Municipal Rabies Prevention and Control Council (MRPCC) and Best Performing Bantay Rabies sa Barangay (BRB).This is a strategy of the administration of Gov. Edgar Chatto and Vice Gov. Concepcion Lim in waging a true-to-goodness zero rabies or rabies-free campaign provincewide.The search was approved by the Bohol Rabies Prevention and Eradication Council (BRPEC) in its meeting at the People’s Mansion on Tuesday, during which a governor’s order on stronger BRPEC was highlighted.Chatto, chairman of the council, tasked provincial veterinarian Dr. Stella Marie Lapiz to lead the search and create a screening committee that will set the mechanics, guidelines and prizes.The search is based on Sec. 9 of Provincial Ordinance 2007-012 which mandates the BRPEC to develop a reward system for the best performing city and municipal RPCCs and BRBs.The success of the rabies prevention and control program can help save precious government resources which otherwise only go to costly vaccines.

To keenly focus on the rabies-free Bohol drive, Chatto issued an executive order strengthening the composition of the BRPEC which he himself chairs with the provincial veterinarian and health officer as executive officers for canine and human rabies, respectively.The council has members from various government agencies, private sector, people’s organizations, media and other concerned sectors. The chairmen of the Sangguniang Panlalawigan committees on agriculture and health also sit in the council.The council oversees the overall execution of the program and make proposals, measures, thrusts and strategies ensuring the sustainability of the rabies control campaign.It recommends necessary measures for legislations, policies and directives while providing periodic reports and updates to the public.The council has technical teams for social mobilization, communication management, disease investigation and surveillance, animal registration and vaccination, dog population control, quarantine database, animal bite management, and legal assistance and advisory.Chatto cited the gains of the provincial government’s rabies prevention program, although he likewise stressed the need to institutionalize the program’s sustainability mechanism. Authorities suggested to maintain at least 70% of the households practicing responsible pet ownership. But it is necessary to practice 100% post-exposure treatment to dog bite victims and 100% integration of rabies information in the elementary curriculum.The provincial veterinarian gave update on the existing program and discussed the plan for the first 100 days of the new capitol administration while provincial health officer Dr. Reymoses Cabagnot presented the post-exposure treatment guidelines.
