Should Students Be Banned from Internet Cafes?

A Malabon councilor has proposed before the city council seeking to prohibit students from entering internet cafes or other similar establishments during school hours.

Malabon first district councilor Ma. Anna Lizza G. Yambao said that she filed the proposed ordinance after noting that some students cut class just to surf the net or play on-line games to the detriment of their studies.

She also said that this proposal is in-line with the Constitution’s Article III Section 12 which explicitly states “that the state recognize the vital role of the youth in nation building and shall promote and protect their physical, moral and spiritual, intellectual and social well being.”

Should this proposal be approved by Malabon’s city council, Yambao said that students 18 years old and below shall be prohibited from entering any establishments offering internet or gaming services starting 6 a.m. to 9 p.m.

She said that net cafes or internet shops caught violating this provision will be fined P1,000 for the first time, P2,000 for the second, and P5,000 and cancellation of business permit for the third time offenders.

Likewise, students caught defying this local law for the first time shall be remanded to their school or parents for proper action while second time offenders shall be fined P200 and third timers shall be slapped a P500 fine aside from serving a two-day community service sentence where he or she will be under the care and jurisdiction of the city social welfare and development department (CSWDD).

Implementing this ordinance will be the Philippine National Police (PNP) unit in Malabon, city business permit licensing office (BPLO) and barangay police. - PNA

The Bill should be passed, and I would also think that parents rear their children in a manner worthy of their childrens obedience. Responsibility parents.....

Mga ginikanan, paminaw kamo oy, ingna inyong mga anak nga unya na internet inig human sa iskuwela, unya karon unsaon naman ang ilang mga school assignments? you see, kung puro internet nalang, unsa nalay musulod sa utok anang mga bata-a? pro na na windows vista....hahahahaha.... hastang kaluoy baja sa mga bata karung panahuna......

Naa naman ni sa Tagbilaran but sa high school og elementary ang gi bawal
mo sulod sa mga cafes within school hours then up to 10 PM on weekdays

based sa mga experience sauna, mostly puno ang cafe mga 9pm-2am, so meaning ok ra mag-overnight ug games ang estudyante basta dili lang oras sa klase. :) heheh  wa man hinuon ko nakita 14yrs old and below nga nagdula sad pwera sa anak sa tag-iya sa cafe.

Everytime I enter an internet cafe in Cogon it is full of kids. I was wondering if they are cutting classes. I ask some of them and they just glare at me. School officials must do something and I think regulating children´s or youth access to internet cafe is a must.

Not just kids. Even in professional fields, like in the hospital.

During the off time, I always see the nurses on the computer playing solitaire or surfing the net. Or whenever the attending physician is on call, the residents or medical students going online.

I, for one, am guilty of this. lol!

Where do you think im typing at. hahahaha!

sa high school siguro pwede na. pero sa college nga usahay sa usa ka adlaw, 2 hours ra imu clase, pwede na ka mag-internet after sa imu class. i suggest entry to net cafes should not be based on age.. based na lang sa educational level. and for college students, i think they are mature enough to know/discern kung mag counter strike na lang ba or musud sa class.

when i was in college, if i felt like not attending classes, counter strike ako pamahaw, paniudto, ug panihapon.. gigabaan ko and, modesty aside, cum laude ra ko. lol.. (kay ganahan man ko mag magna cum laude) (pero ako na ang number 1 sa amu class ato ha) (lol)  pero kung wa ko mag counter, basin dili ko honor student in those days.. lol

I think banning student in cafes will not help. To be honest internet is a technological breakthrough and Cafe's in most municipalities bridges the gap between local and worldwide information. Imagine sauna iskwela pa ko mautas nalang ko ug pangita og info sa amo school library and hubakon nalang tawn ko ug mga abog na books na karaan na kaayo. Karon pwede na nmo ma-access millions of library in the world with a few cliks lang. Internet has its benefits, I was watching my nephew a grade 6 updating his friendster site. Kuyawan ko kay mas nindot pa iyang site kontra sa akoang friendster..heheh, what im pointing out is that the development of his creativity is impressive which i believe is not taught in school nowadays. Internet is good medium of learning. Mao siguro mag-cutting mga students kay boringan sila sa ilang maestra mo-tudlo..(joke lang)

Instead of banning the users, the cafe owners should limit the amount of service that they provide. Usually pataka lang gud ang owners (dli tanan) ug tukod ug mga cafe's na wala no how to setup sa ilang workstation basta lang makakwarta.

Cafe owners should implement like:
1. No Lan games!!
2. Limit access to Chat!!
3. Implement parental control on there browsers and servers. Daghan na man ron mga software's na mo-prevent to access sa mga unwanted sites.

Municipalities should also do random checks if these cafe establishment are implementing the law.

With technological advance ron mostly the generation of this age are fast growing techcy savy. And parents should also guide their kids and be involve to technology as well.

IMHO lang po...heheheh...
