I'm from Mindanao. I was just there last week to celebrate my parents' 50th wedding anniversary. At no point did I feel unsafe. I even brought my 10 year old daughter with me to see her cousins. Mindanao has grown by leaps and bounds and has really lovely world-class tourist spots. All of which are extremely safe. Think Siargao, Camiguin, Samal Island, the Philippine Eagle Sanctuary near Mt. Apo and many, many others. Mindanao is beautiful and the people are among the best in the world. It is a wonderful place to live in and to visit. That is the Mindanao I know and love.
