Bilar, Bohol: Innovative peace and order agenda

Call it the bayanihan slant of peace-keeping. It's the Barangay Defense System (BDS), actually. This is the new civilian approach that municipalities adopt in maintaining peace and order throughout the province.

Bilar, which used to be an insurgency hot-bed in the province, serves as the pilot area for this innovative peace and order agenda that involves the households which take turns in guarding the outpost.         

The households in each barangay divide among themselves the duty hours at the outpost wherein each family serve once a week.

Bohol Governor Erico Aumentado announced Friday in his weekly radio program, Governor's Report, that the Provincial Peace and Order Council (PPOC), that he chairs, strongly supports the BDS which is implemented in municipalities with minor problems on insurgency.

PPOC held its meeting on Thursday last week at the Sangguniang Bayan session hall of Bilar where BDS was among the topics.

Aumentado said the people of Bilar had successfully and efficiently organized the BDS which had proven effective and sustainable.

"Atong gisusi ug atong napamatud-an nga molungtad ang pag-organisar sa katawhan didto sa BDS. Ang pag-gwardya sa mga outpost gibahin-bahin sa katawhan nga nag-organizar. Unya ang usa ka pamilya mo-guwardya lamang sa outpost kausa lamang sa matag semana. Sa ato pa, dili madaut ang ilang paninguha sa ilang panginabuhi kay gibahin pag-ayo ang mao nga pagbantay sa outpost sa BDS," Aumentado reported in his radio program.

Maximizing the officials' time in Bilar, the provincial government also held a civic action in barangay Dagohoy in the the morning until 2 p.m. before proceeding to the PPOC meeting.

The CIVAC benefited about 2,000 people who availed of free medical and dental services and other assistance.

But what touched the governor was the dramatic progress in sitio Carajan which used to be the haven of rebels.

The governor witnessed how the cooperatives that the Bohol Poverty Reduction and Management Office (BPRMO), headed by Antonieto Pernia, assisted have prospered.

In fact, the cooperative members were able to present their produce to the governor- -bunches of Lakatan banana from their farm which the governor and other provincial officials bought at P300 per bunch.

"Daghan sa mga sakop sa atong kooperatiba ubos atong BPRMO nagdala sa ilang mga saging lakatan nga gipatubo sa maong kooperatiba sa maong dapit. Ug gani, namalit kita didto sa maong mga saging. Gibayran nato sa tag-P300 ang matag bulig nga gipalit sa mga kadagkuan sa atong lalawigang Bol-anon," Aumentado said.

Aumentado also announced that the provincial government will continue working on the road construction in the area.
