This is another statement in the NT that the Jews killed their prophets. It's an insult to Jews if you ask them who are the prophets they killed... because I think there is none. This is another anti-Judaism statement in the NT. In verse 38 the NT even cursed the house of Israel to become desolate.

My response to your points:
1. The Hebrews rejection of Christ only manifests their history of rejecting every single prophet that was sent to them by God.
1a. The Pharisees and the Sadducees tried t connive their points to Christ, however, every single time Christ corrected them before the people and humbled their ill intents.
1b. The Hebrews were still worshiping God in the walls of Jerusalem. When this was no longer necessary. In the beautiful conversation between the Samaritan woman by the well, Jesus tells us that the time is now when we worship God in the spirit, and no longer have to be in Jerusalem to worship Him.

It is important to note that when the letters from Paul were written at the time, there was a harsh anti-Christian crackdown by the Jews. If you remember, Paul (formerly Saul) was a Jewish pharisee who was responsible for the arrest and execution of Christians. He was responsible for the execution of St. Stephen, an early Christian martyr.
However, Paul would be converted to Christianity not by force, but by seeing Christ on the road as he was blinded by light. Paul's eventual message of supposed condemnation of the Jews is meant to strengthen the growing and persecuted Christian faith / community at the time.
The Jews, who do not believe Jesus Christ as Lord and Savior, will eventually answer for this during the day of Judgment.
