Agriculturists in this town have formally organized themselves into an association called Batuan Agriculturists for Rural Development, Inc. (BARD).
BARD stipulated in their articles of incorporation and by-laws that the association aims for "rural and agricultural development of this town and the alleviation of poverty of the inhabitants."
While still to come up with a strategic action plan, BARD plans to offer expert/technical assistance and advice to private individuals or farmers and groups including the local government units and other public and private entities in the formulation and implementation of agricultural and rural development programs, projects and activities.
The association also plans to lend expertise on rural and agricultural technologies and livelihood skills that would empower farmers and rural folks to become productive and profitable in their farming and other livelihood ventures.
BARD will also initiate rural/agricultural and other special projects, generate funds for their execution by interested parties and to facilitate mobilization of possible financial resources for the implementation of viable programs and projects.
Members will also advocate and promote the application of the following principles of governance in the implementation of rural and agricultural development programs and projects, based on the acronym FIESTA which stands for fairness, integrity, effectiveness, solidarity, transparency, and accountability.
BARD also aims to foster unity and cooperation among members in the pursuit of promoting rural/agricultural and countryside development and for the betterment of rural life.
The present officers of BARD include Engr. Eutiquio Lumayag, president; Wilfredo Lingatong, vice-president; Alan Jumawid, secretary; Virgilia Tejada, treasurer; Fe Curato, auditor; Julito Gumapac and Carmen Cubrado, press relation officers; and Kagawad Arnold Baguio and Mayor Gregoria Pepito as advisers.
