SEA-Kaunlaran program in Pangasinan benefits constituents

DAGUPAN CITY, Pangasinan (28 June 2005) --
SELF-Employment Assistance-Kaunlaran (SEA-K) groups in Dagupan City have evolved into SEA-Kabayans because of good repayment record in their monthly amortizations, according to project development officer Fely Sangalang of the Dagupan City social welfare office.
The Malimgas SEA-Kabayan in barangay Tebeng and the Pag-asa SEA-Kabayan in barangay Bonuan Gueset have combined to subsequently become the Dagupan SEA-Kabayan, Inc., which is now registered with the Securities and Exchange Commission. The group has grown big with a revolving fund of P688,000, Sangalang said. SEA-Kabayans are entitled to loans of up to P500,000, while individual members can apply for loans of up to P10,000 to P15,000 with a little interest of 10 percent.
The SEA-Kabayans in the city are usually engaged in relending business benefiting members of the association. They also accept loan applications from non-members.
The city social welfare office provides training to women groups especially mothers on skills like food preservation and bangus deboning to qualify as beneficiaries of the SEA-K program, social welfare officer Elsa Santillan said.
In Region I, some P65 million have been invested on the SEA-K program benefiting small entrepreneurs, social welfare and development Regional Director Porfiria Bernardez told the Philippine Information Agency recently. A total of 763 projects have been recorded since the program started in 1994, she said. Beneficiaries include small vendors, sari-sari store owners, fishermen, farmers, and other marginalized groups. As a requirement, beneficiaries had to group themselves into association with a minimum of 15 members. (PIA Ilocos)
