Improving Leyte jail conditions:A public-private partnership
Tacloban City (November 2 2010) – The International Committee of the Red Cross (ICRC) recently turned over the renovated jail facilities in Ormoc City, Leyte to the Bureau of Jail Management and Penology (BJMP).

Andres Casal, ICRC’s water and habitat coordinator, said that among the substantial improvements in the Leyte jail is in its kitchen which has now a tiled flooring, three stoves, a stainless steel preparation table, and a new spanking sink; adjacent too is a new toilet.

The Geneva-based humanitarian organization also improved the jail’s ground reservoir by installing a 4,000-liter capacity storage tank for ready access to safe drinking water for its 700 detainees.

ICRC also enhanced ventilation by replacing a concrete wall in the main cell building with steel bars to allow freer air circulation.

Daphnee Maret, head of Tacloban ICRC proudly announced that in addition to the improvements made in the Leyte jail, a new infirmary complete with medical equipment had also been installed.

This project was made possible with the involvement of the inmate in the construction while the ICRC provided construction materials and technical support.

Call for Action

These improvements are part of the “Call for Action” process that the Red Cross launched early this year to help government upgrade penal infrastructures, tuberculosis management in jails, and the criminal justice process. So far, nearly 13,000 detainees in 27 BJMP jails and four provincial jails have benefited from the ICRC’s structural projects between January and August 2010.

Since 2007, the ICRC has been working with national authorities as part of the “Call for Action” process to address the causes of jail congestion and its consequences on health and living conditions of all detainees.

To this end, the ICRC has worked with the national authorities since November 2009 to set up a mechanism that will coordinate existing paralegal programs bringing together technical experts and decision-makers from the different pillars of the criminal justice system and involving the three different branches of the government.(RO8)
