Higher crime rate in Butuan indicates growth

Butuan City (1 July 2005) -- "I can understand the sentiments of the Butuanons regarding the carnapping in the city but what is happening is all part of the pains of a growing city", says Gen. Rene Elumbaring referring to the series of carnapping cases in this city, during the Regional Law Enforcement Coordinating Council (RLECC) meeting at the Philippine National Police Regional Office this city recently.

Based on the report of City Police Director Ramon Espiritu the crime volume of the city for the period of January to June this year is higher compared to last year. Yet Caraga is still ranked second from the bottom in the total crime volume in the entire Philippines. Espiritu attributed the increased crime rate of the city to the growing economic crisis. He also pointed out in his report that although crime volume this year is higher, crime solution efficiency of the BCPO is also higher compared to last year.

Among other things discussed during the meeting are the significant accomplishments of the City Police Office. This includes the development of a workable plan to solve the problems of street children including scavengers and mentally ill individuals living in the streets.

Also discussed is the condition of the Wawa Bridge in Sibagat. According to reports the Wawa Bridge beam has been cut by loggers to accommodate trucks loaded with logs whose height is higher than that of the bridge.

Espiritu recommended for the inspection of loaded truck heights in checkpoint areas to control the problem. Meanwhile City Councilor Salvador Calo suggested passing an ordinance limiting the height of trucks loaded with lumbers.

Another topic taken up during the meeting is the presence of motorized trisicad in the national highway. According to Elumbaring these trisicads pose hazards to the motorists. He requested the Traffic Management Group (TMG) and the Land Transportation Office (LTO) to come up with solutions to the problems.

The council agreed that the TMG and the LTO would present the traffic condition and possible solutions to traffic problems especially pertaining to trisicad in the next RLECC meeting. (PIA-13)
