Population mngt integrated to poverty alleviation modules

GOVERNOR Aumentado’s poverty alleviation initiatives have been showing signs of success so far with all the crafted strategies and the coalition of efforts with various agencies. But there is one factor that might undermine the sustainability of all this noble efforts. And that is the threat of an unmanaged population. For any resource for that matter, if the consumers are more, will end up less for and even not enough for each.

And to address this, as well as to assist the 6th UNFPA Country Program in their RH (Reproductive Health) Advocacy Programs and initiatives even outside the key program areas, Mr. Antonieto I. Pernia, Chief of the PGMA (Provincial Government Media Affairs), BPRMO (Bohol Poverty Reduction Management Office), who also holds the Vice Chairmanship post of the PCDC (Provincial Cooperative Development Council) aired during the regular weekly radio program “The Governor’s Report that he is proposing for the integration of RH into the poverty alleviation training modules and also to include an RH seminar or training of members/officers, as one of the prerequisites in the formation of cooperatives.

This initiative was presented by Mr. Pernia during the PNGOC (Phil. NGO Council on Population Health and Welfare. Inc.) RH Advocacy Network (RHAN) Annual Project Review and Media Planning Workshop held at the Lotus Garden Hotel from December 4-7, 2006. Mr. Pernia has committed that as part of the RH advocacy efforts for the year 2007 of the Bohol Media Advocacy aside from the regular documentation and advocacy in print and broadcast.

He targets to be able to at least have 40% of the barangays in the province to be RH-educated, as well as RH practitioners and ideally, advocates as well.

Mr. Pernia proposes to first, have his BPRMO staff trained on the principles and elements of RH, and then formulate methods or systems to integrate these into the BPRMO training modules which hopefully if successful, will later on be the ones to impart and integrate into the training modules in the formation of the next batch of cooperatives or community organizations.

Furthermore, as a requirement for groups who want to organize a cooperative must have to undergo an RH class to be conducted by qualified personnel and be certified.

It is futile to have to wait for law makers to approve House Bill 3773 (The RH Bill), by the time they decide to approve the bill a surge in the population growth rate of poverty stricken barangays will undermine Governor Aumentado’s efforts alleviate his constituents from the bondage of poverty.
