NSO launches civil registration monthby Ninfa B. Quirante
Tacloban City (31 January 2006) -- The National Statistics Office (NSO) Samar Branch will be launching the Civil Registration Month with a Eucharistic celebration and a motorcade on February 1, 2006.
In a letter sent to partner agencies, NSO chief Letecia Chu stressed the significance of civil registration in our life. The activity mainly focuses on the availability of the Barangay Civil Registration System (BCRS). The BCRS eases difficulties of the barangay folks as it is authorized to conduct registration in the barangay .
Ms. Ophelia Royandoyan, Catbalogan Local Civil Registrar told PIA that registration in Catbalogan is not much of a problem since most barangays are easily reached by information. Besides, she said, last year, the Mobile Registration Team has rounded all barangays of Catbalogan. Plan Philippines, a non-government entity pushing for the realization of the number one right of every child: to have a name and a nationality, confirmed that Catbalogan was the number one awardee in terms of the number of children duly registered at birth.
To complete the registration of the children of Samar, seminars about BCRS has been conducted in some 80% of all barangays in Samar and a whooping 100% in Plan covered Barangays like Daram, Sta. Margarita, Zumarraga and Tarangnan according to Celesa Chavez, Plan Project Officer in Tarangnan.
NSO has meanwhile completed a training of the BCRS in Pagsanghan town today, said Asst. Provincial Statistics Officer, Romeo Gabatbat. The male assistant said that though NSO targets a 100% registration, it is satisfied that some 75% registration has been accomplished.
To further increase awareness of the relevance of civil registration, a series of public attention getting activities have been scheduled.
In related development, Catbalogan LGU is doing a temporary listing of birth registration, this is done, Royandoyan said to ensure that there is no double registration. Some parents, she said try to enlist their already registered children to get new copies of certificates. She cautioned them to avoid this. She explained that they have a system that would easily spot this double registration, ‘kawang la an form ngan an kabudlay,’ ( Forms and time are wasted.)She said in the dialect. Parents she said should be honest.
She also encouraged the parents to make it their obligation to register every milestone not only birth but even deaths said Royandoyan.
Meanwhile, all systems go for the launching as NSO tried to mobilize all concerned agencies to unite in the launching ceremony and prove how true is the year’s theme, "Civil Registration: Our Responsibility". (PIA)
