Sarangani PDCC-TWGs evaluate MDCCs
ALABEL, Sarangani (28 June 2005) - To determine the functionality of the seven Municipal Disaster Coordinating Councils (MDCCs) in the province, the Provincial Disaster Coordinating Council-Technical Working Group (PDCC-TWG) evaluated them over the weekend.
Rene Punzalan, disaster operations chief said the evaluation is a competition among municipalities that is being conducted annually to motivate the MDCCs to be always functional and prepared.
"We assess and rate them annually as our strategy to really determine whether these MDCCs are faring well in terms of disaster management and how are they responding effectively during disaster occurrences," said Punzalan.
The MDCCs were rated according to preparedness (30%); response effectiveness (30%); rehabilitation (15%); mitigation measures (15%); and for general remarks (10%).
During the evaluation, almost all of the seven MDCCs said they have met the criteria on preparedness and disaster response except that some of them have inadequacies in equipment, budget, and manpower.
The TWG members have yet to consolidate the results. Punzalan said the winners will be announced by July 5 after the consolidation shall have been completed.
Earlier, Governor Miguel "Migs" Dominguez have urged the MDCCs "to be always active and on their toes" since disaster occurs anytime without any prior notice.
In his memorandum to the PDCC-TWG, the governor has directed the immediate conduct of the evaluation so that any municipalities found to lag behind in disaster management may be assisted technically.
Among the municipalities, Glan has been most susceptible to calamity particularly landslides while Maitum has been disturbed by strife brought about by its proximity to Palimbang, Sultan Kudarat, the lair of the MILF and remnants of Abu Sayyaf. (CTA/PIA-SarGen)
