Public may report gov't discourtesy to Mamayan Muna hotline

Iloilo City (24 June 2005) -- People sometimes complain that they have not properly been attended to by a government agency where they had some transactions or some of the personnel have been discourteous to them.

Misdemeanors, red tape or any untoward and illogical instances by government employees could be the subject of a complaint which could be sent to the Civil Service Commission through the MAMAYAN MUNA. Although the project has been in existence for quite a time now, however many do not know about it.

The Bilis Aksyon provides quick administrative justice mechanism to citizens. After the receipt of the complaint the MAMAMAYAN MUNA action Officer calls the attention of the agency where the erring employee belongs, citing the complaint.
The Head of the Agency where the erring employee works then decides on the course of action to take, such as an investigation, a conciliation or a dialogue where the complainant meets the worker complained in the presence of a CSC official and the Bilis Aksyon Partner. The Bilis Aksyon partner of the agency acts as the conciliator or mediator.
The agency then informs the CSC what final action has been undertaken or needs to be undertaken.

According to Civil Service Commission 6 Regional Director Amelita Santuyo, the public could send their complaints through a formal letter or through 321-2667 to 69 of the CSC. Santuyo revealed that they average about twenty complaints a month.
Director Santuyo said they have been encouraging agencies to activate/reactivate their Public Assistance Counters manned by an Officer of the day so that the public could properly be guided and facilitated in their transactions/dealings with the agency.

The CSC says discourtesy and any form of corruption should not have a place in the public service. The public is urged to report misdemeanors to Mamamayan Muna hotline 932-0111. (PIA-6)
