KAPALONG, Davao del Norte (1 November 2007) -- Kapalong Sagip Kalinga, a
local government program for women and children in crisis, is now operational with livelihood and other training programs to support the clienteles at the Sr. Citizens building, this municipality.
It serves as processing center for temporary care to the disadvantaged women and girls and abandoned/surrendered children from within the jurisdiction of the Municipality of Kapalong only after they shall be referred to appropriate institutions shall there'll be a need for them for in-housing for a period of time and in-depth services.
Kapalong Sagip Kalinga was conceptualized by former SB Member Gaspar Balinggao on November 11, 2003 through Municipal Ordinance No. 327 and SB Member Ruby Balinggao the Chairman Committee on Women, Children and Family back up the Ordinance for implementation through Municipal Resolution No 104 to address the increasing incidence of women and children abuses.
Municipal Resolution No 104 states, "A resolution urging the Local Chief Executive to implement the Municipal Ordinance No. 327 series of 2003 "An Ordinance Establishing a Crisis Center for Women and children known as Kapalong Sagip Kalinga and adopting the structures and policies for its operation."
Kapalong Sagip Kalinga is composed of the Mayor, Technical Working Group, Social Welfare Officer, Center Manager, Administrative staff and friends of the center - Kapalong Council of Women, NGO's and Civil Society Organizations.
A "5-kilometer walk for a cause" fund raising program to be conducted on the later part of this year is being designed by the Kapalong Council of Women in partnership with Pag-asa Farms General Manager Severino "Toy" Mercado to support the sustainability of Kapalong Sagip Kalinga project.
The operation of Kapalong Sagip Kalinga is guided by an implementing rules and regulations manned by MSWD personnel. (MIO, Kapalong, DNorte/PIA XI)
