DOTC implements anew "Oplan Kalakbay: Kaluluwa"
Tacloban City (November 1 2007) -- The Department of Transportation and Communication (DOTC) has directed the DOTC-Regional Management Council to implement anew OPLAN Kaluluwa under DOTC OPLAN Kalakbay 2007, in order to assist the traveling women, men and children.
In the memorandum dated September 28, 2007 signed by Ms. Rowena S. Quiague, Director III, Administrative Service and Head of the DOTC-RMC National Secretariat, the chairperson of the Regional Management Council all over the country to fully activate DOTC Help Desks in strategic locations, particularly in the different transport terminals in the different areas of the nation.
Under the directive, the Regional chairpersons were advised to assign and deploy Field Enforcement Teams and personnel to provide help and information to the riding public, to act on complaints reported on the spot and to recommend appropriate sanctions and penalties on erring conductors and drivers of public utility vehicles.
Any unusual incident must be reported immediately by the Field Enforcement Teams to the Office of the Secretary thru the DOTC Action Center at Telefax 723-8235; 727-1710; and hotline 7890.
The memo also advised the chairpersons that they can request for the release of P4,000.00 cash advance to defray the necessary expenses in the implementation of the OPLAN Kaluluwa program, chargeable against the Gender and Development Funds of the Department.
It would be recalled that the DOTC also implemented the OPLAN Mahal na Araw in April 2007 in order to assist the transporting public who were going home to their respective provinces in order to observe the traditional Lenten Season rites.
It was learned, meanwhile, that the Chairman of the DOTC-Regional Management Council in Region 8 is no longer LTO Director Raul Aguilos. The new chairman is Director Elizalde of the Philippine Ports Authority, PIA source informed. (PIA
