Tagbilaran City (30 July 2005) -- IT COULD BE too costly a dance for the Philippine Government which is set to spend P9B pesos to get a charter change (chacha) should the people insist on an apparently Senate preferred constitutional convention.

Bohol Third District Congressman Eladio Jala, speaking over a local radio, said the amount would be used for salaries of two newly elected constitutional convention delegates for every congressional district, traveling expenses, election expenses and this still does not include the possible delay in settling the issues deliberated during the convention.

Jala said the constitutional convention tackles issues at its own pace, unlike a constitutional assembly which specifies a time frame for the delegates to settle the issues deliberated.

The Boholano solon disclosed that the congressmen are pleased as the President has provided them guidance for the proposed charter change.

President Gloria Macapagal Arroyo, during her state of the nation address (SONA) early this week proposed an open option for a charter change, drawing 35 rounds of applause and five standing ovations along her 25 minutes speech.

More than half of the Presidents SONA talked about the proposed charter change through constitutional assembly.

However, the Senate is apparently not toeing the line drawn by the President, as observers believe is a logical reason for self preservation.

A constitutional assembly cuts short terms of senators.

The people have two options in changing the constitution of the land.

It has to be either through constitutional assembly or a constitutional convention, said political scientist and city councilor Danilo Bantugan over that same radio program minutes later.

Constitutional assembly is a body composed of elected representatives both from Senate and Congress sitting together to study on the proposed changes and come up with reform proposals in a specified time.

A Constitutional convention can happen after two district representatives shall have been elected at local districts. These elected representatives shall sit together to propose and decide changes in the constitution, after rigorous study and at their own pace.

This way, a proposal could be debated for weeks, further complicating the timetable.

After a draft has been agreed, the nation calls for a plebiscite so that the people may or may not ratify the proposed changes. This would happen in time, especially if Congress still has some matters to settle at hand, Jala disclosed.

He added that if we are to follow the former President Ramos' timeline, we should have shifted to a new system of government in 2006.

This also presumes that if the change be through CONAS, the congressmen sitting with the assembly shall have to swallow a term cut short, and they may not be eligible to run for any position, so as not to craft changes that resound to their vested interests.
