Changing of the guards

The sudden turn-around of the House leadership from the constituent assembly into the constitutional convention as the mode for Charter change can be interpreted as a victory for Kampi in the jockeying for position in the present administration. No amount of semantics can save Speaker Jose de Venecia from the humiliation of swallowing his pride when he made the announcement for an about face from con-ass to con-con. Nobody will believe him that this was not an act of surrender and panic.

The Lakas leadership had no one else to blame. It had become too arrogant, refusing to listen to the warnings from various sectors that it will anger the people if it insists in forcing the con-ass. As expected, the cross-section of Filipinos reacted sharply to the moves of the Lakas-led majority to force the con-ass.

People were scandalized at the manner the congressmen disregarded all forms of civility just to be able to accomplish their mission. In the past, the poor people sold their votes on election day because they no longer entertained hopes that this country will still get better. After winning elections just by buying the votes of the poor people in their districts, the congressmen perhaps became so sure of their victory in their respective districts. But there is a limit to what people can take. In this case, the people particularly the religious decided that enough is enough. They must do something to stop the congressmen from getting away with the con-ass. Even before the Dec. 15 rally could get off the ground, the congressmen panicked.

Just a day after feeling so sure that there is nothing on earth that can make them change their minds, no less than Speaker de Venecia announced that the House was now in favor of the con-con. It appears that the blunder was the handiwork of the Lakas majority. Judging by the reaction of Pres. Arroyo to the Supreme Court decision dismissing the petition for the people’s initiative, she was no longer interested in the con-ass.

The Lakas leadership however insisted and even threatened GMA that her Cha-Cha would be in trouble. She had no recourse but to allow the congressmen to go ahead. In the face of this humiliating defeat, it seems that Kampi, the President’s own party, will have to assert itself. Since Kampi has the President’s interest in mind, it should now take the lead instead of simply following the orders of Lakas.

If this happens, there will be far-reaching implications especially in the field. If Kampi starts to assert itself, many Lakas pretenders will find themselves holding the empty bag. It is time for the changing of the guards.
