British travel advisory not affecting ASEAN summit

ORGANIZERS of the ASEAN Summit and security officials are unfazed by the British travel advisory warning of an imminent terror attack in Cebu province where the summit will be held and assured the public that security preparations were “more than enough.”

“We advise against all travel to Cebu Province, as we believe that terrorists are in the final stages of planning attacks,” the advisory issued Thursday said.

"As far as security forces are concerned, we have not received any validated threat to show that there is an attempt [of attack] on the ASEAN summit," Lieutenant Colonel Bartolome Bacarro told reporters in Camp Aguinaldo.

In Cebu , Chief Superintendent Silverio Alarcio, the regional police chief, said he did not know the basis for the advisory but added that security forces were prepared to deal with any plot.

In Camp Crame , Philippine National Police spokesman Senior Superintendent Samuel Pagdilao shrugged off the British advisory as “not really a cause for concern” and said there were no plans to upgrade the alert level or intensify current security preparations.

Pagdilao cited the findings of the Joint Intelligence Coordinating Committee, composed of the PNP, Armed Forces of the Philippines and National Security Council, which showed no specific terror threat.

"The Interpol (International Criminal Police Organization) came up with their threat assessment and we have the same [findings].. .there is really no specific intelligence report [on terror threats]," he added.

Ambassador Victoriano Lecaros, spokesman for the summit, said: “They have to say what they have to say. We have to respect their assessment, but I won't [lose] sleep over it. Their assessment is based on what they see or don't see, but they don't know our own security undertaking. We don't announce our security arrangements because we have an unintended audience.”

Cebu Governor Gwendolyn Garcia said she hoped that the British travel advisory won't stop the delegates from attending the summit. She however, conceded that terrorism was a constant threat, but one that affects not only Cebu but the whole world. (PIA)
