Barangay congress hoped to strengthen government transparency
ALABEL, Sarangani (28 June 2005) -- In support of President Gloria Macapagal Arroyo's effort to fight corruption, the Office of the Provincial Governor initiated a series of barangay congress for barangay officials, and other stakeholders to strengthen government transparency.
The barangay congress is anchored on the premise that "barangay is the basic unit of the government serving as the primary planning and implementing unit of government policies, plans, programs, and projects in the community.
Barangay Affairs Officer Jess Bascuña said the activity is crucial since the province advocates for participatory governance aside from the fact that the involvement of the barnagays is crucial in the planning process.
The activity primarily aims to provide information, education, and communication to barangays on various guidelines in funding programs and projects proposed by the national line agencies, other government entities, cooperatives, including local government units.
"Aside from educating the barangays on the guidelines, it will also help them in their preparation of project documents. We also hoped that this will strengthen the province's partnership with various project proponents," Bascuña explained.
Launched on June 2 at the Kiamba Municipal Gym for the municipalities of Maasim, Kiamba, and Maitum followed by June 7 at the Provincial Capitol Gymnasium for the municipalities of Alabel and Malungon, the next round would be on June 14 for the municipalities of Glan and Malapatan.
Bascuña also disclosed that the activity will also be used as venue to release aid to the barangays in support of their plans to provide basic services to their constituents.
In his message, Governor Miguel "Migs" Dominguez expressed the hope the congress would lead to speedy transactions and actions anticipating that corruption would be purged since barangay officials themselves have the knowledge on how to go about their respective proposal.
He also looked forward to a more empowered barangay officials and "their strong and active participation in the development efforts and initiatives of the province." (CTA/PIA-SarGen)
