DLR-Sarangani vows to implement land reform
General Santos City (28 June 2005) -- The Department of Land Reform (DLR), which celebrated its 7th Anniversary on Comprehensive Agrarian Reform Program (CARP) vowed to be the "centerpiece program of the government in social reform."

This year's celebration dubbed as "Tuloy-tuloy ang Reporma sa Lupa," hopes to make land redistribution continue even beyond 2008.

"The major challenge of the CARP is still increasing farm productivity and the farmers' income," said Comprehensive Agrarian Reform Officer Rando Famor.

He said the CARP is being implemented through the Agrarian Reform Communities (ARCs) as the department's strategy since 1993.

The ARC "is a barangay or cluster of barangays where there is a critical mass of farmers and farmworkers awaiting the full and meaningful implementation of the CARP."

"Kaya po ang theme natin this year ay "Tuloy-tuloy ang Reporma sa Lupa" dahil ipagpapatuloy po natin ang pamamahagi ng lupa sa mga magsasakang Pilipino," Provincial Agrarian Reform Officer Paysal Tumog, told the media on Monday at the opening program in Sydney Hotel here.

Congratulating the DLR, Sarangani Governor Miguel "Migs" Dominguez lauded the department for its success on land distribution and titling and for other on-going project links with foreign-funding agencies.

He also challenged its officials and employees for continued hardwork to meet its prospects even beyond its projected period of implementation.

"Before my idea of CARP was just redistribution of land," Dominguez said in his opening statement. "Now I understand that whenever we distribute land for the farmers without any technological assistance and transfer of technology, we will not have very successful farmers," he said.

The governor also emphasized that in order for farmer beneficiaries to really succeed, a micro-financing to provide farmers with working capital at cheap interest rates must be sought.

He also hailed the presence of a private sector from San Miguel Corporation, which mere appearance, according to him, signified cooperation and willingness to be partner or conduit for government programs on land.

Sarangani DLR has been working on its projects for rural development funded through Overseas Development Assistance (ODA)-the Agrarian Reform Infrastructure Support Project (ARISP) 1 and 2 are funded by the Japan Bank for International Cooperation and the Philippine Government; the ARC Program which enhances the ARISP Projects is supported by the Asian Development Bank; the Solar Power Technology Support (SPOTS) is financed by the Spanish Government; and the recent Italian Agrarian Reform Community Development Support Project (IARCDSP) with $26.62-M fund is expected to kick off late this year for the municipality of Malungon.
