Resilient on their agenda for youth reforms even with the apparently failing perception against the Sangguniang Kabataan, the National Youth Commission (NYC) embarks anew into a youth exchange program for Filipino students and youth leaders in Japan.

In a communication, NYCommissioner for the Visayas Benjie Oliva calls for youth participation in a week-long youth exchange program sponsored by the government of Japan.

Oliva said the program would be implemented in two batches: May 13-22 and 22-29, 2008.
According to Oliva, the NYC, by virtue of the youth in nation building act, is now administering youth exchanges and all foreign sponsored youth programs as well as the task of coordinating youth related institutions, programs, projects, and activities of the government.

“The NYC is now opening its doors for youth leaders intending to get into the Japan – East Asia Network of Exchange for Students and Youths (JENESYS) Program”, he said.

The JENESYS Program is a Japanese government sponsored exchange program aiming to harness the youths’ full potential through sharing of experiences and expertise on common youth leadership and practices. This also aims to promote cultural understanding, appreciation and respect among the youths of all countries involved.

This year, “we will be recommending 200 Filipino youth to participate on this program and the screened participants will be going to Japan, all expense paid by the organizers, Japan International Cooperation Center.”

Eligible for the program are single Filipinos between 16 - 18 years old on or before April 1, 2008, of good moral character and must be currently enrolled in a college or university with a GWA of 2.25 or 85% equivalent, with no failing marks in the preceding semester.

Applicants should also be physically and mentally fit to travel, a first time traveller to Japan and must not have been a grantee or recipient of any NYC funded international travel or Japanese Government grant.
Moreover, applicants must be knowledgeable of the history, geography, culture and arts, and the current issues on the Philippines, and fairly knowledgeable in those of Japan and other East Asian countries, Oliva said.

Finally, applicant must be an officer or an active member of a youth organization at least one year immediately preceding the date of application and must be willing to be an active NYC volunteer after the program to be covered by an appropriate memorandum of agreement and to continue to promote the learning about Japan and the Japanese culture gained from the JENESYS Program.

Area representation would be based on the place of the school, college, university enrolled in, he added.
Applicants must submit two copies of the application forms which can be had from the SK provincial offices (JENESYS entry form, application form for student ambassadors and NYC volunteer form) with passport sized pictures with white background attached to each forms. Pictures should all be original, no scanned pictures or computer altered images.

They too must present two copies of the student’s resume, two copies of certificate of good moral character issued by the school, college or university (1 original and 1 photocopy), two copies of the certified copies of the grades, two copies of the Police or NBI clearance, four passport sized pictures and the completed NYC volunteer forms.
