What is a UN Flash Appeal?

it's in the news that the united nations will issue a flash appeal for the philippines, if it hasn't done that already.  what exactly is a flash appeal?

from the Office for the Coordination of Humanitarian Affairs (OCHA) of the United Nations:

-A Flash Appeal provides a concise overview of urgent life-saving needs at the onset of an emergency.

-It generally anticipates needs for up to six months.

-The Flash Appeal also includes an abbreviated Common Humanitarian Action Plan (CHAP).

-The Flash Appeal may be developed into a Consolidated Appeal, with a more complete CHAP, if the emergency continues beyond six months.

Republic Act 8485 (Animal Welfare Act of 1998, Philippines), as amended and strengthened by House  Bill 6893 of 2013--- violation means a maximum of P250,000 fine with a corresponding three-year jail term and a minimum of P30,000 fine and six months imprisonment

who are involved in flash appeals?

-[...]Under the overall leadership of the Regional Humanitarian Coordinator, the Humanitarian/Resident Coordinator is responsible for the production, content and
quality of the document, with the help of OCHA.

-The Flash Appeal is prepared in consultation with key humanitarian actors, which may include UN agencies, government officials, NGOs, the Red Cross Movement, donors and other relevant actors.

-The Flash Appeal may include projects from UN agencies, international organisations, and NGOs. (Note: government ministries cannot be appealing agencies, but may be partners in UN projects.)

-The Red Cross Movement is welcome to include their projects in the Flash Appeal but may prefer to include an Annex to the document outlining their requirements.
