                                                         Rules and Regulations

1.All entries by any citizen/s of Mother Earth shall be accepted.
2.All requirements in the Guidelines must be duly accomplished.
3.A registration fee of Five Hundred Pesos (Pph 500.00), in cash, or in check, payable to the Sinulog Foundation, will be required upon registration.  An official receipt from the Sinulog Foundation Office will be issued accordingly.
4.Short stories should be about an experience related to the Señor Sto. Niño and documentaries must be taken during the actual one-month Sinulog 2008 celebration. Footages of previous years’ Sinulog Festivals can also be used as excerpts or part of the work.
5.All entries must be completely original and independently produced.
6.Entries that have been previously exhibited in any public screening will be considered ineligible.
7.All entries must be in digital video format (i.e. digital editing and post-production).
8.Two (2) DVD copies must be submitted for screening and archival purposes.
9. Due to copyright laws, the music used in the documentary must be original, licensed, or in the public domain.
10.For joint-directorial efforts, the filmmakers must assign a single representative to act on their behalf.  All official correspondence shall then be addressed to the representative. The organizing committee shall not be held responsible for any controversy that might ensue amongst the partners with regards to this competition.
11.The Sinulog 2008 Short Film Festival Secretariat will ensure the safety of the films throughout the period in which cinematographic materials are in its custody. In case of print loss or damage, Sinulog Foundation is obligated only for the cost of replacing the damaged DVD, that is why we advise the participants to keep extra copy/copies for replacement in case this thing happens.
12.DVD shipments to the Sinulog 2008 Short Film Festival Secretariat must be pre-paid. The organizing office shall not accept any collect shipments of the entry.
13. Sinulog Foundation, Inc., which is the organizer of this event, reserves all intellectual rights to show and distribute all 10 finalists-entries in their perpetuity.

Guidelines

1.All filmmakers are iligible to join the  Sinulog 2008 Short Film Festival – the    commercial or non-commercial, both amateurs and professionals.
2.Interested parties must be able to accomplish and/or submit the following, on or before January 15, 2008, Tuesday, 5 P. M., to:

Sambag II, Cebu City, Cebu 6000 Philippines

a. duly accomplished application form
b. brief resume
c. two (2)  recent 2x2 photos of the filmmaker/s

3.Registration of Five Hundred Pesos (Pph 500.00) should be paid upon submission of the above-mentioned requirements.
4.Official IDs will be provided by the Sinulog Foundation Office and should be worn at all times by the participant/s while doing the actual production shoot during the Grand Parade for your  convenience and proper identification.
5.The final produced-entry for the Sinulog 2008 Short Film Festival must be submitted in DVD format on or before January 29, 2008, 5 P. M., to the Sinulog 2008 Short Film Festival Secretariat.

The entries should be labeled properly with the following information:
a. title of the  Short Film or  Video Documentary for the Sinulog 2008 Short Film Festival
b. production company (if any)
c. full name of  the  director
d. full name of the producer
e. contact number/s of the filmmaker/s
f. running time

6. The preferred running time of the documentary should be anywhere from a minimum of five (5) minutes, to a maximum of  ten (10) minutes, and a maximum of  fifteen (15) minutes for the short drama film.
7. All qualified participants will be required to attend  a briefing with the Sinulog 2008 Short Film Festival Committee at the Sinulog Foundation Office on January 18, 2008, 2 P. M.
8. A total of ten (10) finalists will be selected among the qualified entries.
9. Those who have submitted their finished product will be required to attend the Announcement of Winners and Grand Awarding at the SM City-Cinema 1.The date of the awarding will be announced as soon as it’s final.
10.The decision of the Board of Judges is deemed to be final and should be regarded with respect and cordiality.
