substantive electoral exercise

Dear Friends,

Towards a more substantive electoral exercise, this is urging for voters to make their choices based on a sampling of issues that are crucial to governance.
 
1. Supports Ecological Protection
This is crucial in view of government’s promotion of mining, a logger-friendly DENR and Malacanang’s untransparency regarding, for instance, JPEPA.

2. Against Domestic Violence
Discrimination against women, children, the handicapped, the elderly, lesbians and gays and ethnic groups are often rooted and institutionalized in households.

3. Supports Extension of CARP
The implementation of CARP is incomplete and inconsistent. Rural development largely depends on land classification, distribution and farm-to-trade facilities.

4. Advocates Workers’ Rights and Welfare
Rights of workers, who comprise the bulk of our economic and human resources are both essential to the dignity of labor and a fundamental human right.

5. Against R-VAT, E-VAT
Flat and linear taxation results in manufacturers and traders simply passing on the tax burden to consumers, making things tougher for common wage earners.

6. Against Automatic Servicing of Debt
It is both illegal and immoral that 1/3 of our national budget is spent on paying mostly behest and onerous loans while 1/3 of Filipinos starve.

7. Against the Visiting Forces Agreement
The VFA violates the Philippine Constitution, unilaterally promotes foreign interests and compromises the self-determination and self-respect of Filipinos.

8. Against Political Repression
This is particularly urgent in a regime that washes its hands over summary killings and shows no real regard for the sanctity of life and civil liberties.

9. Favors Impeachment
Congress betrayed public trust when it suppressed evidence and went against overwhelming public clamor thus making a mockery of representative democracy

10. Against Turncoatism and Nepotism
Instead of developing a coherent social vision and an ideologically consistent platform, turncoatism and nepotism breed political patrons and mendicants.

The real point here is to employ a coherent yardstick in choosing candidates, as opposed to personality, patronage and partisan politics.  Yours in Christ and for our nation's sake.

Automatic servicing of debt is dictated by the IMF, and we are all held hostage by the IMF. Even if the government would not want an automatic servicing of debt, it is voiceless proposition. The supreme voice is the IMF.

The IMF wants to be repaid for the money it lent to a country. Stockholders of IMF, usually corporate giants in America (can also be individuals), will not also stop pounding the IMF board that it should keep on pursuing its debtors, small countries like the Philippines.

In the end, the rich are controlling the poor.

What can we do about it?

Why not ask the questions? Where the money went that IMF and World Bank lent to this country? Who were the handlers of those transactions that were made with debtors?

Don't blame your father who gave you the money that was spent by your brother. It was your brother who spent it and not your father. Normally, your father has the supreme voice to dictate both of you how it should be spent. So, who's controlling whom? The answer is the leaders' greediness. Get out of the box! And don’t think from it. Whoever told you that statement, it was just a thought of positioning himself between the orchestration of right and left of our society. The status quo is not at present anymore. Go! And save yourself from it. That’s what we can do about it.

Mga 'Sano,

Tabi .... ari ra ta maglantugi sa isyu nga "substantive electoral exercise" nga adunay katipik (bearing) sa atong situasyong Bol-anon.

Kung maka-umol ta unya ug ideya nga atong makamtan ug haum dinhi sa atong probinsya, akong pagtoo makatampo tag dako alang sa pagliluk ug "agenda for political change".

Ang pangutana ngano nga daghan nagtuo nga dako kaayo ang kakulangan sa pamaagi sa atong piniliay? How can we rectify the present situation such that we can attain an environment where a substantive electoral exercise can be achieved? Is the current electoral  process employed conducive to the democratic process of electing public administrators?

Dinhi sa ato, unsaon man pagpili ug angayan nga mga opisyales nga halos idiktar man lamang kung kinsa ang pilion. Pananglitan ang "unity ticket" strategy sa administrasyon.

Money and power politics is also prevalent. Only those imbued with these resources have the privilege to get elected "kuno".

Unfortunately, in a democracy, these parameters are given variables and in its spirit sanctioned. But it should not put us into hysterics that democracy is a bane to human development. As they say, democracy with all its faults is still the best political process so far invented by human civilization.

Karon, atong tan-awon ang tagsa-tagsa ka elemento sa demokrasya hain atong tul-iron ipahaum sa atong katilingbang Bol-anon.

Just to recall a notable case, in a conversation with a former governor of Zamboanga del Norte, he noted that vote buying in his province is not effective when price of copra is high !!!!

Please contemplate and let's try to focus ourselves to matters we can catalyze. Let's take a cue from the flick "The Butterfly Effect".

A powerful commentary. I want to laugh, honestly. Maybe we Boholanos should start planting coconut seedlings.

But the provincial government is so in love with palm oil trees.

A father gives; IMF lends. These are two completely different scenarios.

A father cannot act like IMF, and IMF cannot act like a father. They stand in the opposite sides of the earth.

HI MIKE! THANK YOU FOR SUPPORTING MY DAD AND FOR BELIEVING IN HIS DREAMS FOR BOHOL. YOU'RE RIGHT! FATHER AND IMF AND ARE TWO DIFFERENT THINGS AND ISSUE IS WHERE IS THE MONEY? LIKE THE PROJECT IN TALIBON DAM IN BOHOL, WHERE IS THE DAM AND WHERE IS THE MONEY. HEHEHE! THE CASE IS IN THE HANDS OF OMBUDSMAN CEBU. DO WE HAVE AN UPDATE ABOUT THE CASE?

SUFFRAGE is the right to vote. This right was at the start a statutory right. It was granted to Filipinos by the Philippine Legislature of the American period of our history.

In due time it evolved into a constitutional right. Under the 1935 Philippine Constitution, suffrage became a constitutional right granted by the sovereign people to a definite portion of the population possessing certain qualification.

However, under the 1973 Philippine Constitution, the right to vote was coupled with the duty and obligation to register and to vote.

The obligation to register and to vote was removed from the 1987 Philippine Constitution. Moreover, the right to vote was given to everyone who is at least eighteen years of age, whether he be literate or unlettered.

Under the 1987 Philippine Constitution, "Suffrage may be exercised by all Citizens of the Philippines not otherwise disqualified by law, who are at least eighteen years of age, and who shall have resided in the Philippines for at least one year and in the place wherein they propose to vote for at least six months immediately preceding the election. No literacy, property, or other substantive requirement shall be imposed on the exercise of suffrage." (Section 1, Article V, Constitution)

Suffrage as a right carries with it the duty to vote intelligently and responsibly. This duty becomes important when one considers that there is no literacy requirement in the 1987 Philippine Constitution.

Therefore, illiterates and disabled are given the right to vote. The Commissioner Napoleon Rama of the 1987 Constitutional Commission argued that, "for a strong electoral system what was needed was not numbers but the intelligence of voters." He pointed out to the experience under the 1973 Constitution, which indicated that the illiterates were exploited by unscrupulous politicians. However, Commissioner Rama's advocacy was voted down by the majority of the 1986 Philippine Commission, "that so precious a right as suffrage should not be held back from those who are so unfortunate as to be unable to read and write."

Commissioner Joaquin Bernas, S.J. summed up the issue stating that "The representative quality of a government is determined by the voting base...Therefore, as many as possible should be allowed to choose their representatives so that those who profess to be representatives can say that "yes, we are representing even the illiterates" because they have been chosen by the illiterates."

Finally, Commissioner Bernas declared, "I am very disturbed--very disturbed--by the elitist tendency of narrowing the mass base.
