King Juan Carlos I of Spain has commented Philippines president Gloria Macapagal-Arroyo for being
"at the forefront of liberties and the defence of human rights with the abolition of the death penalty, a gesture which gave us satisfaction". And in according to the growing fraternity of both the Kingdom of Spain and the Republic of The Philippines, the Spanish Motherland has focused its eyes on the growing and developing Philippines, a former colony of Spain for 400 years.
