Thirteen policemen from Region 9 or Zamboanga Peninsula have been terminated from service for grounds of dishonesty after having been caught cheating during the Philippine National Police entrance and promotional examinations conducted by the National Police Commission (
Napolcom) in Zamboanga City.
Chief Supt. Napoleon Estilles, PNP Regional Office 9 director, said the termination case stemmed from the issuance of Napolcom Resolution No. 2012-261 invalidating the results of the April 17, 2011 PNP
entrance examination for 386 examinees due to statistical improbability of homogeneous patterns of wrong answers.
He said that due to this case, the eligibility of the respondents, who were already appointed to the police service, was revoked as indicated in the dismissal decision recommended by the command.
Estilles identified the
terminated policemen as Police Officer 1 (PO1) Djona Ansing Genorosa, PO1 Felix Josephius Pascual, PO1 Arian Lloyd Cayacap Luchana, PO1 April Rose Alvendar Denopol, PO1 Grege Montallana Lagare, PO1 Ralph Shemuel Daya Supnet, PO1 Daniel Audy II Dayap Talpis, PO1 Al-Najib Hadjula Ujaji, PO1 Fermuzaina Umda, PO1 Joel ESpina Aliser, PO1 Jilhani Mohaimen Dalongenes, PO1 Nohasim Yusop Sakilin, and PO1 Raymond Gravino Sumonglay.
He said that there were sufficient pieces of evidence gathered which became the ground for dismissal of the 13 policemen.
Estilles also said dishonesty, which was intentionally done by the respondents, was tantamount to fraud and deception in securing the results of the examination in the police service and a clear violation of the code of conduct and discipline of the police organization.
“All of the respondents were given the due process, they were notified of the complaint against them, they executed affidavits and attended the hearing, but the termination board found them guilty of the culpable violations of dishonesty,†Estilles said.
The police official said that in their counter-affidavits, the accused categorically denied any involvement in the massive cheating as determined by Napolcom. They stressed that it was impossible for them to cheat during the conduct of the examination for the reason that in every room, there were two proctors supervising the conduct of the exam.
However, the accused were not able to justify the homogeneity of the results of the wrong answers.
Estilles said that the findings of the Napolcom Termination Board indicate that the examinees' high percentage of homogeneity of wrong answers is a strong and clear indication of statistical improbability which is regarded as a strong prima facie evidence of the existence of examination irregularity or form of cheating as provided for in Section 4 of Republic Act No. 9416, or the PNP Reform and Reorganization Act of 1998.
The Napolcom, being the agency tasked to conduct qualifying entrance examination for the PNP, has the power and authority to weed out anyone who undermines the sanctity and integrity of the police examinations.
