Increasing demand for skilled workers

Despite the loss of thousands of domestic helper jobs abroad for Filipinos in the first semester, the Department of Labor and Employment said on Thursday its new restrictions on the deployment brought more benefits.

Labor Secretary Arturo Brion said the decrease in the number of household workers abroad should be viewed positively as the policy reform was generating good results despite the decline in deployment.According to him, more Filipino workers are now eyeing jobs that offer higher pay and more friendly working environment.

Brion reported an increase in the number of new hires deployed to some countries such as Canada, Cyprus, Italy, New Caledonia and New Zealand, from January to July 2007.The rise in number was attributed to the increasing demand for skilled workers in the labor-short industries of these developed economies and continuing demand for caregivers and household workers by the countries that could provide better terms and conditions of employment

The increase in the deployment of skilled workers and professionals made up for the decrease in the deployment of household workers, particularly in the Middle East, Brion said.

According to POEA chief Rosalinda Dimapilis-Baldoz, the percentage share of professional and technical workers group went up by two percentage points from 12.4 percent in first half of 2006 to 14.4 percent for the same period in 2007.This group of high end skills consisting of professional, technical and highly skilled workers accounted for 73 percent of the total new hires, while low-end skills only constituted 27 percent, she added.
