PPA Raises Terminal Fee

Those who frequently travel would again absorb the burden of paying more to avail of facilities at the city port passenger terminal.

The Philippines Port Authority –Tagbilaran Management Office said the commuting public will now have to pay P22 for terminal fee upon final approval of the increase submitted during the meeting of the Port Management Advisory Council meeting and the simultaneous public consultation held last Wednesday.

The amount was fixed, lower than an earlier proposed P25. It would be implemented soon upon approval from PPA-Manila, Oblenda said.

The scheduled public consultation was however noticed not amply disseminated and there was no announcement made for the purpose in any media outlet both in radio and print.

The terminal pay at the city port is presently P11.25; plus an optional insurance fee of P5. All these are collected by the private operator Starlite Maritime Industries, Inc. for every outgoing passenger that passes through the city port.

The set-up at the city port however provides no choice for outgoing passengers.

All outgoing passengers must pass through the passenger terminal and pay the fee.

The port provides no other terminal facility, like an arrival terminal for passengers new to Bohol, who might be stranded while waiting for friends or relatives to fetch them.

Under an existing contract with PPA, the Starlite company operates the passenger terminal for a period of 15 years up to year 2014.

The additional amount is imposed to purportedly cover cost of the new P7-million worth security x-ray machine to be installed at the passenger terminal and also to cover its operating and maintenance cost.

Why pay?
But the Bohol Standard learned from Tagbilaran PMO chief Oblenda in an earlier interview that the x-ray machine was purchased by PPA through the efforts of first district Rep. Edgar Chatto, who is currently chairman on the House of Representatives Tourism Committee.

Why then would the public pay when the x-ray machine was purchased using taxpayers’ money?

The public was made to understand that the installation of the x-ray machine was the government’s commitment to provide safety to all passengers in all ports in the country.

Bohol in particular is one of the country’s top tourism destinations; hence the installation of the machine comes as a must after Tagbilaran was declared as a “tourism port.”

Reactions gathered by this paper from travelers all expressed surprise on this recent announcement of an increased terminal fee at the city port.

The different legislative committees from both the city and provincial government units are expected to discuss this new fee imposition this week.
