Francisco Japson, a native of Guindulman, Bohol now takes the estate management of the multi-billion South Road Properties (SRP) after Cebu City Mayor Tomas Osmeña was given the go-ahead signal by the City Council last Wednesday to sign Japson for a consultancy services for the 290-hectare estate.
Japson will provide the City Mayor strategies on leasing, maintenance, insurance, rent review, revaluation and development opportunities for these prime SRP lots.
He is also tasked to formulate planning systems on development and management, and inspect, report and give advice for the purpose of SRP land care and long-term conservation.
Before the year ends, Osmeña announced that a 30-hectare lot in the SRP will be bidded out and this first sale will definitely be the baptism of fire for Japson in this new gigantic role.
Japson, however, carries with him an impressive working experience with Cebu’s leaders. He was administrative officer and executive assistant of former governor Emilio “Lito†Osmeña from 1988 to 1992.
Former Cebu governor and now House Deputy Speaker Rep. Pablo “Pabling†Garcia made Japson his provincial administrator from 1996 to 2004, extending throughout his whole three terms as governor.
In the private sector, Japson, an accountant had also a long experience working in the country’s big companies, like the Atlas Consolidated Mining and Development Corp. He had also working stints abroad, in the countries of Saudi Arabia and the United States of America.
His services was acquired by the city government through a negotiated procurement and endorsed by the Bids and Awards Committee (BAC) in a resolution dated Sept. 7, 2007.
“The City Government of Cebu desires to engage the services of Mr. Japson as consultant on the SRP management, a position which is primarily confidential and policy determining and where trust and confidence are the primary consideration,†the BAC resolution stated.
Japson is married to former Barangay Banilad chairwoman Leah Ouano-Japson, now elected Cebu City Councilor for the North District.
