On Friday, Feb. 25, 2011, captains of the 346 barangays of the second district will gather in a “first-ever†in the country assembly for the formulation of master development plans that start down-below, in the grassroots level.
Second district Congressman Erico B. Aumentado said he is pushing for a master planning not only for identification of specific needs but also for the assessment and feasibility studies of projects that may qualify for funding support, like foreign aids that are available and just waiting to be tapped.
Aumentado particularly mentioned about a funding window from the Danish government that focuses on rural water needs, improved water system and services.
The gathering will be held at the Kiddies’ Farm, Calanggaman, Ubay and will be spearheaded by the National Economic Development Authority (NEDA-7), in coordination with the Department of Interior and Local Government (DILG) through the Office of Provincial Director Rustica Mascarinas, LGUs with their respective mayors and local government operation officers.
To be strongly recommended in the master planning is the tested “counter-parting scheme†that spurs development in the rural areas even with limited resources. Such projects can include small irrigation facilities, water system, agricultural programs and infrastructure.
