Sunday Post: The barangay council of Los Angeles, Ubay, Bohol cried for help to form a new barangay site after their site was completely submerged when the Bayongan Irrigation Dam project was constructed in 2007, according to barangay folks’ petition issued on January 25, 2010.
The barangay council also passed Resolution No. 05, series of 2010, requesting the Sanggniang Panlalawigan through Vice-Gov. Julius Herrera for the recreation of their barangay site. The said measure was an offshoot of the barangay assembly convened for the purpose of the said request.
“The prayed for recreation of Barangay Los Angeles is an urgent necessity in order to resolve a festering issue of social injustice,†said the Resolution signed by barangay chairman Nerio Felisilda and barangay kagawads Anabelle Curiba, Tomas Orevillo, Danilo Alaba, Elmer Almario, Emelie Saluberes, Catalino Grepo and Emelio Cruda.
Almost the entire area of the barangay was practically reduced to nowhere wherein about 205 hectares out of a total of 273 hectares of original site are now below water, the petition said.
It added that the situation worsens as it is “compounded by the migration of the whole barangay population effectively ended the legal existence of barangay Los Angeles , Ubay, Bohol .â€
The petition signed by hundreds of barangay residents pointed out that their aspirations cannot be ignored with the issue of social justice, “that (our) present deplorable and disadvantaged situation as a defunct barangay, was caused by a sacrifice imposed upon them when the NIA Bayongan Irrigation Dam project was constructed to irrigate 5,000 has. to the benefit of targeted farmers, but ironically excluding the petitioners.â€
The barangay officials argued for the need of the barangay to be formed because there is presence and actual discharge of public functions by barangay officials as evidenced by the continuing release of its share of the Internal Revenue Allotment (IRA).
The recognition of the barangay as one of the 44 barangays of Ubay town aside from the Comelec’s recognition with the establishment of two electoral precincts, they said.
The barangay council was able to take steps for descriptive areas to relocate the barangay site, which is bounded in the north by bartangay Bulilis; San Francisco on the west; barangay Villa Teresita on the south; and barangay Gov. Boyles on the east, the petition said. (RVO)
