Leadership with outstanding result! This is the summation of the performance of Trinidad town mayor Judith “Bb†del Rosario-Cajes when she demonstrated that she’s no rooky in fiscal management of the LGU.
The lady Cajes did more than just magic to uplift the image of the long-sleeping town as Trinidad grew to become among the few towns to have taken a significant leap from a fifth class to a third class municipality—and now the LGU has registered an income befitting a first class municipality.
“I am happy that Trinidad reached this far. And I acknowledge the cooperation of the LGU employees and heads of offices, and of course the good people of Trinidad,†the lady Cajes expressed her gratitude for the cooperation given to her by the constituency.
For two consecutive years, the town has registered an income of above P50Million which is the minimum income for First Class municipality in the classification of towns based on average annual income.
In 2008 the LGU earned a total income of nearly P51.5Million and in 2009 the income reached P58.1Million. Based on the classification of towns by annual income, if Trinidad can sustain its income for another year, the lady Cajes shall become the mayor who transformed a fifth class to a first class municipality in a span of a single term.
The growth and development in the town of Trinidad span from the visible infrastructure projects, to the crafting and implementation of new policies and to the improved delivery of basic social services.
From a total income of P42,180,119.71 in 2007, Cajes increased the LGU income to P58,132,077.30 in 2009 after two-and-a-half years of her administration. The increase of 37.82% in a span of 30 months was the first ever highest increase in income of Trinidad since its birth in 1946.
This impressive growth in income is largely attributed to the effective implementation of new policies under the Cajes administration. The passage and the adoption of the Revenue Code of Trinidad during Cajes administration has also contributed to the increase being registered in the income of the LGU.
The biggest increase in the components comprising the total income of the LGU is income generated from Business Income which marked a steady increase from P2.18 million in 2007, it reached P3.31 million in 2008 or a growth of 51.39%. By end of 2009, business income registered almost 4.5Million or a growth of 35.74%. On an average, the LGU’s income from business has been growing by 43.57% for the past two years.
Another remarkable increase achieved was the growth in Service Income. From a low 6.94 growth rate in Service Income in 2007 just when Cajes assumed mayor for her first 6 months in service, it grew to 35.25% by end of 2008. The growth continued with 26.37% by end of 2009. At an average, Trinidad was able to increase income from service in an average for 30.81% for the last 30 months.
“The Local Government Code had provided taxing and revenue-raising powers of LGUs. What we must do as mayors, is to set a goal together with the key people in our LGU and the town, then share this goal with the people.†Cajes emphasized.
“Let’s remember that at the end of our term, our constituency will have a big say on how well we have performed our duties and responsibilities as government leader,†Cajes added.
This recent development which was achieved under the baton of mayor Cajes with the help of the people of Trinidad, have exhibited that even first-time mayors can achieve wonders thru sincere public service, honest leadership, unified multi-sectoral cooperation and development-oriented leadership.
