Baggage Settlement

According to Cebu Pacific

Liability for loss or damaged baggage is limited unless a higher value is declared in advance and additional charges are paid.

For domestic travel, the liability limit is PhP40 per kg for Checked Baggage.

For international travel, the liability limit is USD20 per kg for Checked Baggage.

The baggage is designed to protect the contents of the bag.  Any damage to the exterior of the baggage, such as broken handles or wheels, or scratches are all part of normal wear and tear and the airline assumes no responsibility for these cases.
