With that said, I don't think Bohol or the Philippines for that matter is restricted to this situation. In any modernizing third world nation, their police force will have limited capabilities as compared to modern industrialized nations per se like Germany, the UK, France, Switzerland, The United States, Canada etc.
If we look at the police forces and their accomplishments/limitations in South & Central America, In South East Asia, in South Asia, in the Middle East etc, its quite obvious that corruption, and funding is going to be an issue (limited funding).
For a country like the Philippines, with a population that is to hit 97.5 Million (CIA world factbook source), and with the limited man power it has serving in the Philippine Police and paramilitary unit, considering the funding issue, considering the red tape issue, its only inevetible that there will be some 'instances' of sub par capability as compared to nations that have an established police force, with a fairly well-funded police force, well equipped, etc.
If we had to compare the Philippines' police force, it would only be fair to compare it with other developing nations.
To compare it with nations within the top echelon in terms of development (like EU nations, USA, Canada, Japan) would be unfair.
Totally different class, in terms of development and funding.
