Update on Alleged Heavy Equipment Bidding Anomaly

The provincial government issued a statement regarding the complaint of a Japanese firm which wanted to participate in the bidding of the P168-million heavy equipment purchase.

Gov. Erico Aumentado said the bids and awards committee was not aware that Kyokuto Kaihatsu Kogyo Co., Ltd. is the principal of Kowa Tsusho nor was there information relayed that said company was represented by Kowa Tsusho.

His explanation was contained in a letter sent to  Shingu Nakajima, overseas group sales division of Kyokuto Kaihatsu Kogyo Co., Ltd. in Tokyo, Japan.

In fact, he said, the group did not present any corporate profile of Kowa Tsusho or Kyokuto Kaihatsu Kogyo Co., Ltd. The information regarding the company was sourced out by the provincial legal officer through the Internet.

"You should not have the temerity to blame the provincial government officials concerned for the fiasco of your company's  purported intention to bid as there was no recorded evidence that the company informed the BAC  of their company's interest to bid for the dump trucks, fuel and water tankers," the governor said.

"The impression they created was that Kowa Tsusho was interested to bid for all the earthmoving brand new heavy equipments which means a total delay in the bidding process," he continued.

The governor explained that the issue is non-negotiable to the provincial government especially for Kowa Tsusho which failed to comply with the requirements of the bidding process or even had the courtesy to submit its corporate profile.

The statement of the governor came after Nakajima wrote a letter stating "his company is strongly dismayed at insinuations that put the company in a bad light" by casting doubts on its status as a global manufacturing and trading company.

The governor invited the company in future biddings assuring them of his administration's advocacy of transparency and accountability as well as fairness in dealing with the public and bidders for its projects and supplies which is his standard procedure during his 42 years in government service.
