Tagbilaran Mayor Dan Lim yesterday said the Blue Card anomaly at the Medical Mission Group of Hospitals and Health Services Cooperative was accomplished through fraudulent claims.
"The abuse was not a matter of overcharging hospital bills like overcharging of medicines and supplies, lodging cost, laboratory fees and professional fees," he noted.
Instead, the mayor said the abuse was done through the making of fraudulent claims to the city government, "claims that went through all the process of approval and authorization of the Coop hospital."
While the hospital claimed that weakness and insufficiency of its internal controls facilitated the commission of fraudulent activities, documents gathered suggested that sufficient controls were present but were intentionally disregarded.
A task force created by the mayor to investigate the scam noted that the checking and approval processes had sufficient controls that could have detected the fraudulent claims.
