I believe it is better to deal with crime through efficient law enforcement operation and not by splashing our newspaper front pages with shrill headlines such as "crime city" or "crime capital."
I remember a feature about a crime-infested inner city in the US whose vacant walls were splashed with huge graffiti, apparently by vagrant youth and other criminal elements. When you step into the area, the atmosphere simply makes you fear for your life. The walls simply proclaim, "This is crime city." Everyday, the graffiti just seemed to increase with the crimes, petty and serious.
Then the city decided on a clean-up operation, whitewashing the walls, coupled with increased police patrol of the area. The criminality had dramatically decreased.
Graffiti and panicky headlines work similarly on the human mind--they attract what they announce.
