“If you think the Blue Card Health Program is only for my political advantage, then we will close it.â€
Furious City Mayor Dan Lim made this threat as he dismissed those who, he branded, as grandstanding and ambitious (ambisyoso). He earlier suspended application for new beneficiaries when opposition councilor Anne Mariquit Oppus pushed for an investigation and subsequent amendment of the ordinance.“I won by my performance, not on promises,†the mayor declared.
The mayor threw a challenge that for all (politicians) to have equal footing, then he will stop this program.
In last Wednesday’s regular city council session, councilor Oppus submitted her proposed amendment on the Blue Card Program.
Oppus said, “there is a need to revise certain provisions of the ordinance for it to be more responsive to present needs and circumstances, and for the same to be realistic and doable.â€
The amendments is on Section 124 (i), Chapter V, Article B of the 2007 Revised Code of the Administrative Ordinances of the City of Tagbilaran, and © sub-paragraph 8.
Oppus wants the status of the funds and the implementation of the health program reported annually to the Committee on Health and Sanitation.
The free room and board shall cover ward only and the coverage of the ordinance shall exclude all diseases and illnesses due to vices, drug addiction, and the like and those not within the competence of hospitals located within the City of Tagbilaran.
The amendment shall also cancel the P100 annual renewal fee for card holders.
The lady councilor explained that she is not against the health program is questioning it not for political mileage but instead trying to improve it.
Oppus chairs the committee on Social Services.
