The Bohol ChronicleCity Hall's task force investigating into the padding of hospitalization claims charged against the Blue Card program is asking for P1.5-million in damages and refund of fraudulent claims involving employees and top management of the Cooperative Hospital.
The task force, created by City Mayor Dan Lim, found that 83% of total claims coming from Coop Hospital, amounting to some P1,815,825 were overstated.
What made matters worse is that at least two top officials of said hospital allowed the overcharging not only to the city's Blue Card but also to patients with Philhealth (Philippine Health Insurance) coverage.
In its investigation report, the task force uncovered that there “was indeed an intentional deception†on the part of Coop Hospital's key employees and management.
In its 9 months of operation, there were 173 Blue Card members who were admitted at the Coop Hospital.
According to the task force report, the billing patterns of Coop Hospital has “shown a huge difference†in terms with hospitalization costs compared to two other Blue Card accredited hospitals – Gov. Celestino Gallares Regional Hospital and Englewood Hospital.
It may be recalled that the Blue Card controversy was uncovered when the city mayor received a letter-complaint from one Anastacia Bertumen, a Blue Card holder and employee at the Coop Hospital, who suggested that the hospital is making fraudulent claims charged to the Blue Card.
