there are just too many layers to the issue that it becomes difficult to see the trees from the forest.

some bishops believe she should be allowed.  fine.  i believe them.  p-noy's own father was in the same situation, and he was allowed to go.  but look what happened when he tried to come back.  it was a different time though and the senior aquino posed a political threat to marcos even after he was supposedly duly judged guilty as charged by a military court.

former president gma hasn't passed through a court's judgment as yet. nor is she a political threat to pnoy who's not up for reelection anyway.  unfortunately, gma had lost credibility with her history of doublespeak, rendering her difficult to trust to come back and face the court.

here lies the utter difference; marcos wanted the senior aquino out of the country, the junior aquino wants (as the news have it) gma in the country.  the former wasn't trusted when he came back, the latter isn't trusted to come back.

why go abroad for treatment when 100 local doctors claim they can treat gma here?  of course, she has every right to choose her own doctors and place of treatment just as she has every right to travel.  which makes one wonder about the choices she makes, from 'hello, garci' to coddling the ampatuans when it was politically expedient.

but if anything happens to her here, she just might be pnoy's political downfall.  we may suddenly have an unexpected martyr in our national consciousness.

it looks like the devil and the deep blue sea for our president.  i might as well look forward to the supreme court's decision.

MANILA, Philippines—The Supreme Court has allowed former President Gloria-Macapagal Arroyo to travel abroad to seek medical treatment for her bone ailment.

During its en banc session on Tuesday, the tribunal voted 8-5 in issuing a temporary restraining order against the Department of Justice from enforcing the watchlist order it issued against Arroyo and her husband Jose Miguel “Mike” Arroyo on October 28.

A senior court official said the magistrates dismissed the government’s petition asking the high court to defer the issuance of a TRO pending the filing of the DOJ’s comment on the issue.

The official said President Aquino’s three appointees – Associate Justices Ma. Lourdes Sereno, Bienvenido Reyes and Estelita Perlas-Bernabe – voted against granting Arroyo’s petition.

They were joined by Senior Associate Justice Antonio Carpio and Jose Mendoza.

as supreme court justices they're expectedly beyond politics, but look at how some voted.  it makes one wonder.  ugh.

Arroyos to leave PH as soon as possible

MANILA, Philippines—Jose Miguel “Mike” Arroyo said Tuesday he and his wife, former President Gloria Macapagal-Arroyo, will leave the country as soon as possible and will try to get tickets as early as within the day.

He said they will be accompanied by a nurse and two aides.

Arroyo made the pronouncement shortly after the Supreme Court issued a temporary restraining order against a Department of Justice watch list order that barred him and his wife from traveling abroad to seek medical treatment for her bone ailment.

Arroyos have booked flight to Singapore

MANILA, Philippines—Former president Gloria Macapagal-Arroyo and her husband Jose Miguel Arroyo have booked a flight to Singapore after the Supreme Court temporarily stopped the Aquino government from preventing her trips abroad while she was being investigated for plunder and election sabotage complaints.

A source told the Philippine Daily Inquirer, the Arroyos booked seats in the Philippine Airlines Flight PR505 scheduled for 7:35 p.m. on Tuesday night.

The Supreme Court ruled 8-5 in issuing a TRO on the watch-list order of the Department of Justice, which empowered the justice secretary to decide whether to allow Arroyo to leave or not.

Arroyo has asked the DOJ to allow her to leave for several countries so she could get treatment for her bone ailment.

The DOJ, however, said she was a flight risk.  But it has not concluded the preliminary investigation of the various plunder and election sabotage suits against her.

The country’s Constitution, however, provides that a person who has not been charged in court cannot be stopped from travelling unless the person is a threat to national security, public safety or health.

De Lima orders officials to bar Arroyos from leaving the country

Justice Secretary Leila de Lima on Tuesday ordered Immigration and airport authorities to bar former President Gloria-Macapagal Arroyo and her husband, Jose Miguel, from leaving the country until the petition they have filed against the watch list order against them has been resolved by the Justice Department.

At a Malacañang briefing, De Lima told the media the DOJ (Department of Justice) has yet to receive an official notice of the temporary restraining order supposedly issued by the Supreme Court earlier in the day.

De Lima said Government’s position on the matter is that upon filing of the motion for reconsideration for lifting the TRO, the order stays in place until the issue has been resolved.

“The reported TRO has not been substantiated to exist pending the receipt by the respondents through the Office of the Solicitor General. Hence, the status quo, which is the existence of the watch list order against the Arroyos remains," she said.

With this, she ordered the Bureau of Immigration and requested the Transportation and Communication Secretary Manuel Roxas II to direct the Civil Aviation Authority of the Philippines (CAAP) and the Ninoy Aquino International Airport (NAIA) management and personnel to enforce the watch list order, which bars the Arroyo couple from leaving the country.

All law enforcement officers are also directed to assist the authorities in carrying out the order, noted the Justice chief.

“They are also directed to report any attempt by the Arroyo couple and their entourage to board any international, commercial, or chartered flights to whatever destination outside of the Philippines," she said. — VS, GMA News
