Enrile, Trillanes word war erupts in Senate over Scarborough Shoal negotiations

Senator bolts out of majority bloc

MANILA, Philippines – Senate President Juan Ponce-Enrile and Senator Antonio Trillanes IV traded accusations on Wednesday over a bill seeking to divide Camarines Sur province and the senator’s role as special envoy of the Philippines in the Scarborough Shoal dispute with China.

It was Trillanes who first stood up on the floor and announced that he was leaving the majority bloc to join the minority group after he exposed the alleged caucus called by Enrile in his office in the Senate last July 24.

Senators Juan Ponce Enrile and Antonio Trillanes IV

Trillanes did not reveal what they discussed in the caucus but said “suffice to say that I was shoved aside for the nth time.”

“I got out of that caucus feeling trampled upon by a bully determined to get his way,” he said.

“My neophyte instincts were telling me then to just keep the peace and get out of his way. But then the public servant in me just couldn’t let thing pass,” said the senator.

Enrile said the bill should be passed immediately “to immediately relieve him of the pressure”, Trillanes recalled.

“What, the great Senator Enrile could be pressured? I remember him saying otherwise during the last impeachment proceedings,” he said.

“Is the pressure coming from Congressman Villafuete who we see often loitering about the senators’ lounge, the Senate President’s office and even possibly lobbying on [the bill] while we are in session?”

Trillanes said he kept on looking for a possible explanation for Enrile’s “irrational behavior” until a news report came out alleging that former President Gloria Macapagal-Arroyo called the Senate leader to speed up the passage of the bill.

“With this totally unexpected twist, everything seemed to fall into place. Now, there remain only two possibilities: That our Senate President is deeply indebted to GMA [Arroyo’s initial] or the he is a GMA lackey,” he said.

“Either way, I have lost trust, faith and confidence in Senator Enrile’s capability to lead the Senate along the path consistent with the reform agenda that I espouse.”

“I, therefore, manifest that I am leaving the majority and consequently joining the minority effective this day,” Trillanes added.

Enrile, who was presiding over the session, suspended the proceeding and took the floor to answer Trillanes allegations.

But when Enrile started to expose the alleged real story behind Trillanes in the Scarborough negotiations, Trillanes refused to answer the Senate leader and walked out, prompting Enrile to call his colleague a “coward”.

ambot bitaw ngano ning tawhana nga nagtoo man nga siyay nakahibawo sa tanan.  my vote for him before was a sympathy vote.  i thought he was idealistic.  kini laging mosipyat pod ta usahay sa atong choices.  i personally started disliking him with the way he treated the late gen. angelo reyes on the senate floor during that lamentable investigation that led to the general's suicide.

A fraud and a coward.

This was how Senate President Juan Ponce Enrile described Senator Antonio Trillanes IV in a word war that broke the silence during a caucus meeting in Senate Wednesday.

Enrile was supposed to preside over a meeting to discuss a bill dividing Camarines Sur when he suddenly took a swipe at Trillanes, divulging the “real story” behind his mission as special envoy to China concerning Panatag (Scarborough) shoal.

He charged Trillanes of selling the country’s sovereignty to China when he was tasked to conduct a “backdoor negotiation” to ease tension between Manila and Beijing over territorial dispute last May.

The Senate president accused Trillanes of telling "falsehoods" to Chinese officials that were allegedly “detrimental to the country" and Foreign Affairs Secretary Alberto del Rosario.

“’In the Philippines, no one cares about Panatag Shoal,’ he told (them). Is that patriotic? My God, what kind of a senator is this?” Enrile said.

“He told the Chinese that we cannot enforce our own coastal protection.  That our fishermen are living on subsistence living. That they cannot go too far so they can give the (disputed) part of the waters to us,” he added.

Citing notes from Philippine Ambassador to China Sonia Brady, Enrile said that Trillanes told officials in Beijing that Foreign Affairs Secretary Alberto del Rosario no longer enjoys confidence of the Filipino people.

“My God, this guy is a fraud!” Enrile said, describing his expose as an attempt to “unmask the Phantom of the Opera” in Philippine Politics.

Enrile issued the statement after Trillanes bolted out of the majority bloc in the Senate, joining the minority in expression of his lost of confidence in the senate president’s leadership.

Earlier, Trillanes criticized Enrile for his “shabby policy” in a speech he delivered during a caucus discussing the bill seeking to divide Camarines Sur into two provinces before walking out on Wednesday afternoon.

The neophyte senator called Enrile “a bully” after claiming he was shoved aside for the nth time when Enrile called for a caucus to discuss the bill dividing Camarines Sur in July.

“But then, the public servant in me just couldn’t let this thing pass,” he added, reiterating the division of Camarines Sur will not be beneficial to the state.

He then accused Enrile of accommodating former President Gloria Macapagal-Arroyo’s three allies, including former Camarines Sur Rep. Luis Villafuerte, who will benefit from the bill.

He also charged Enrile of gerrymandering in pushing for division of Camarines Sur, which would benefit Arroyo’s son and  incumbent Camarines Sur Rep. Dato Arroyo.

Citing a published article, Trillanes revealed that another senator confirmed that Enrile was receiving personal calls from Mrs. Arroyo in a bid to hasten the passage of the measure in the Senate.

“There remain only two possibilities: that our Senate President is deeply indebted to GMA; or that he is a GMA lackey,” Trillanes said.

“Either way, I have lost trust, faith and confidence in Senator Enrile’s capability to lead the senate along the path consistent with the reform agenda that I espouse,” he added.

Senator Jose “Jinggoy” Estrada defended Enrile, saying his “second father” has always been "balanced” and never “a bully” or a lackey of Arroyo.

Estrada and Senate Majority Leader Senator Tito Sotto manifested Trillanes’ walkout and baseless accusation as cowardly.

Whether the talks are a success or a failure, the backroom negotiator “is out of the picture,” Robles said.

Any commendation given in recognition of his work is usually burned. “Only the ashes of that burned sheet of paper is given to the negotiator,” Robles said.

Robles said he was surprised when Malacañang confirmed Trillanes’ claim that he was the government’s backroom negotiator in the West Philippine Sea dispute.

“President Aquino should have denied it outright,” Robles said, adding that Malacañang’s handling of the disclosure was “amateurish.”

Trillanes’ disclosure and his behavior in the Senate on Wednesday also disappointed his political patron, former President Joseph Estrada.

Estrada said Thursday that he regretted supporting Trillanes’ candidacy in 2007.

“He has become a swellhead,” Estrada said in phone interview with reporters. “It’s good his head still fits in an elevator.”

Estrada said supporting Trillanes was one of his biggest mistakes. “I really regret supporting him,” he said.

lesson for trillanes: never depend on one's youth, even a relative youth, to take on an old hand, especially one whose legal brilliance and wile are legendary.  enrile may have had his mistakes or misjudgments in the past, but he had survived them all.  a 41-year-old junior senator, the youngest, taking on the tried-and-tested 88-year-old oldest senator?  the difference of 47 years are not to be sneezed at.  the honed old warrior is simply not out of touch.
