Two officials of PNP and prosecutor’s office confirmed the supposedly “key” witness had signed the statement on October 24, 2007 on what he knew on rape-slay of a young girl named Vivian Dumaluan in Panglao town days before 2004 elections.

P/SSupt Edgardo Casiguran Inking, police provincial director, said in a phone interview that indeed Georgie T. Marcele signed his sworn statement.

Marcele said he works at Dumaluan Beach Resort owned by then Panglao Mayor Doloreich Dumaluan,

In a separate interview, Prosecutor Eric M. Ucat told the Chronicle that indeed he was the one who notarized Marcele’s statement on the same date at Inking’s office, Camp Dagohoy in this city.

Marcele was accompanied by his counsel Atty. Elmer C. Balbin and his mother Estrella T. Marcele, who also executed a subscribed statement on the very same date and place. Her sworn statement was also notarized by Ucat.

Marcele, however, told a press conference that he will withdraw his sworn statement dated October 24, 2007. But until this writing no retraction has been made.

Mayor Dumaluan said he broke his silence apparently to defend his brother identified as Teofredo “Pingmay” Dumaluan, who was allegedly tagged as brain of the rape-slay. He presented Marcele, who is also known in his alias “Bono” to the mediamen during the press conference the other week.

SP02 Dominic Ragusta presented a copy of the statement that Marcele executed on October 24.

The policeman admitted that he was the one who prepared Marcele’s statement based on his account but that contrary to his allegations it was not signed in Cebu.

As proof of this, Ragusta noted that the statement was notarized by Prosecutor Eric Ucat of the Bohol Provincial Presecutor’s Office.

Ragusta noted that that the statement was executed by Marcele with the assistance of his counsel, lawyer Elmer Balbin.

Dumaluans are related to me through marriage here and recently the Dumaluans have been spending time at a vigil all week for a deceased family member and all of the Dumuluans seem to be in good standards in how they are carrying themselves.
They are just like ordinary people and I do not think that any of them could rape or let alone kill anybody else I have known them to love their people and their country?

What was in Marcele's initial signed testimony, by the way?  Was he key witness that Mayor Dumaluan's brother was the brain of the rape-slay case or the other way around?  It's not registering in my little brain what Marcele's initial testimony was that he wanted to withdraw...

Last night at the dinner table after the mass and he sat at my side (Dumaluan) and talked about the case in Visayan I was going crazy as i was not able to catch the whole story?

I wanted to ask questions but due to the situation with the deceased relative I had left the guy alone and just to think we sat together elbow rubbing elbow side by side as we ate!

I Say bury the old hatchet as this was a few years back and should of been handled right the first time.

The government should still pursue this case even if the victim's family are already quiet as this is a criminal case so it's not just against the victim but "vs. the people of the Republic of the Philippines".  More so that, though this happend few years back, this is still within the statutory period.  Also, so that whoever is proven guilty of this rape-slay case, he/they would be punished accordingly and maybe it would sink in to his/their nasty brain that what he/they did is such a horrible act!

Last night I am sorry to report that the nephew of former mayor Dumaluan came to my house to celebrate the birthday of my daughter.
Instead he put down Americans and beat up two of my guest bloody blue and also attacked me physically while screaming that he hated Americans as he grabbed me roughly he had his fist pulled up ready to punch my face but instead the ******* ***hole forcefully spit an entire wad of punsit in my face?
I was entertaining other guest as he was outside my gate making a fight with another relative in which he beat bloody.
No one was instigating anything but the Dumaluan kid?
I am tired of saying good about people then they turn around and are really doing things uncalled for?
Prior to his attack on me he said that the Philippine culture is better then the American culture.
I kept myself cool and thought how many times have I seen a fight break out amongst drunkards both here and in America but I can Say I have never seen an American man beating up on a woman at her house who is the host?
I am sick of tired of people who behave like this, and continue to get away with it.
I hope all the rights things are done to convict the person who ever is in charge of the rape in the long run.

i don´t catch the story very much either... what did marcele say in his statement? and what should be his retraction?

It was a total freak happening?

The one neighbor and cousin to my daughter still has a swollen jaw.

The name of the nephew of Mayor Dumaluan is "PINGOY"

I heard he gets weird on booze often especially the hard stuff such as the one I mentioned just now.
