Two officials of PNP and prosecutor’s office confirmed the supposedly “key†witness had signed the statement on October 24, 2007 on what he knew on rape-slay of a young girl named Vivian Dumaluan in Panglao town days before 2004 elections.
P/SSupt Edgardo Casiguran Inking, police provincial director, said in a phone interview that indeed Georgie T. Marcele signed his sworn statement.

In a separate interview, Prosecutor Eric M. Ucat told the Chronicle that indeed he was the one who notarized Marcele’s statement on the same date at Inking’s office, Camp Dagohoy in this city.
Marcele was accompanied by his counsel Atty. Elmer C. Balbin and his mother Estrella T. Marcele, who also executed a subscribed statement on the very same date and place. Her sworn statement was also notarized by Ucat.
Marcele, however, told a press conference that he will withdraw his sworn statement dated October 24, 2007. But until this writing no retraction has been made.
Mayor Dumaluan said he broke his silence apparently to defend his brother identified as Teofredo “Pingmay†Dumaluan, who was allegedly tagged as brain of the rape-slay. He presented Marcele, who is also known in his alias “Bono†to the mediamen during the press conference the other week.
SP02 Dominic Ragusta presented a copy of the statement that Marcele executed on October 24.
The policeman admitted that he was the one who prepared Marcele’s statement based on his account but that contrary to his allegations it was not signed in Cebu.
As proof of this, Ragusta noted that the statement was notarized by Prosecutor Eric Ucat of the Bohol Provincial Presecutor’s Office.
Ragusta noted that that the statement was executed by Marcele with the assistance of his counsel, lawyer Elmer Balbin.
