Perceived useless publicly funded projects in Bohol . . .

Mga 'Sano/a,

Let's have a roll of certified white elephants, useless projects and other publicly funded projects veering towards being one.

I will start with an obvious one. Please continue with the listup to include those that are not widely publicized and situated within the enclaves of the municipalities.

So, here goes . . . .

1. The Loboc Bridge as initiated by former BIR Chief Tomas Toledo.

2. In Anda, Bohol, dihay gitukod nga gymnasium kono but hangtud karon mga bato lang ang gitapok ug anapog nga gitapak sa katunggan where the supposed gymnasium would rise.

3. Still in Anda, Bohol, in front of our public market, naay project nga silonganan kono sa mga habal-habal driver (right there in front of the public market  ??? ), apan hangtud karon haligi lang ang makita apan ang kwarta wala na makita.

4. Sa Loay, diha sa barangay Las Salinas, anaay hospital kuno nga building ra ang nahuman valor na ug pipila ka milyones ang dagway pero way gamit, nahimong kalibunan na lang ang palibut. Gipahimo kana sa panahon nga si Zarraga pa ang Congressman, mga kapin sa napulo na ka tuig ming-agi.

5. Sa Tagbilaran City mismo, sa tumoy sa usa ka bungtod, adunay gipahimo si kanhi Congresswoman Agana nga water reservoir, valor siguro na kapin sa 20 milyones apan walay gamit ug dili sab na gamiton sa BWUI.

Pagka-usik ani ....

Totoy Zarraga may have noble motives when he initiated funding the construction of that unfulfilled dream of a health facility to serve his own town and the adjoining ones. Unfortunately, with a parochial mentality, the succeeding third district congressman did not care to pursue the project even if the building was completed and ready to be used during his NINE years term in office.

Still, the project was funded by public funds. Let's hope the incumbent congressman will depart from his father's selfish objectives and start to be a public servant and support moves to save this public structure from waste.

May I urge everyone, specially Loayanons (Jiji Apalisok for instance) in TB... to think about ways to save this particular white elephant into something beneficial to the public. I can propose to have it converted into a training center (c/o TESDA, etc.) or anything the new town administration of Mayor May Lim can think about useful.

When I was a young boy I often wondered about that ghostly structure in Loay. Makalabay man gud ko ani kung moadto mi sa akong Papa sa Tagbilaran.

Sa dihang nagsulat na ko sa Chronicle, didto pa ko nakabalo nga hospital diay na siya nga gikalimtan nalang.

6. According to someone from the COA, an audit team has been sent to Bohol to verify the veracity of reports received that computers and the accompanying programs/applications distributed to public schools in Bohol are overpriced and non-operational. These computers and the bundled educational application packages are funded by the PDAF of the three "honorable" congressmen of Bohol, all three of them, whom Atty. Victor de la Serna has publicly accused of being "less than honest". Initial reports indicate that the supplier of the equipment and software is the same outfit for all of the three "gentlemen" and that the hardware carried a name brand on its casing but with generic parts inside. But what is damning is that the bundled applications appear to be "pirated" and has gone non-functional.

The auditors can only pity the DepEd provincial superintendent as she is the one who accepted the deliveries and certified that the equipment and their bundled applications were compliant to the terms and conditions of the contract.

one time naka-check ko sa usa ka PC sa usa sa mga hospital sa atoa. nagpatabang akoa kaila nga nurse kay naa daw problem (timing sad nga naa ko gi-adto didto), if wa ko masayop, that was somewhere 2002 or 2003 then ingon ang nurse ngano hinay daw ang PC nga latest man daw to nga hinatag with the latest hardware and software installed so akoa gi-check. then akoa nakita na ang Operating System niya is Windows 98, then ang hardware niya kay intel celeron 200 series man tngali to basta kay celeron... if imong tan-awon sya physically, makaingon ko nga latest sya kay sinaw pa kaayo ang silver nga casing pero something's not right inside ug wala sila kabalo. if ever mao to ang specs gihatag so the price tngali adto nga unit will be at least Php20k excluding the micro$oft licenses.

usa sad ni piracy, grabe kaayo ang campaign sa OMB about anti-piracy pero mismo sa ilang tugkaran daghan pa naggamit ug mga unlicensed nga mga software or misused software licenses.

i am once connected to some electronic manufacturing firm sa cebu, usa ko sa mga tawo nga napadalhan ug "gulat" letter gkan sa NBI regarding sotware licenses. swerte lang nga complete mi ug licenses so way kurat sa amoa nga part.

Kung mopalit lang ta ug IT equipment apan walay mo-maintain ug walay motudlo kon unsaon kini paggamit, then useless ang tanan.

I remember the earlier philanthropic efforts of Bill Gates. He donated many computers to Africa. But he personally visited the villages he found out that these villages don't have electricity.
