PLDT's Debt to Bohol Provincial Government

The provincial government appeared yielding to Philippine Long Distance Telecommunication's persuasion of reducing its PhP14.2 million debt to the province after the Sangguniang Panlallawigan gave the go-signal last week to the governor for a meager payment through a Memorandum of Agreement.

This developed following the approval of a Provincial Resolution by the SP that authorizes the governor to represent the Province and sign the MOA with PLDT, to accept donation, to set-up a trust fund
and for the company to waiver its rights and interest of the building.

The settlement over the liabilities of the PLDT over rental charges of the building and lot it occupied along Marapao Street , this city, has been stalled for quite sometime due to disagreement between Capitol and PLDT.

The giant telecommunications total debt it owes to the province from 1993 up to the present totals to a whooping P14,247,060.00, including surcharges and interests based on the computation of the provincial treasurer's office. According to PTO's computation, PLDT owed the provincial government of the rent income in the total amount (due) of P8,338,000.00 covering the period March 1993 to October 2008.

Surcharges and interests earned amounted to P1,778,000.00 and P4,131,060.00, respectively, during the same period.     

PLDT, however, insisted it only wants to pay P3,234,719.11, which, in the words of Board Member Atty. Aster Apalisok-Piollo, "is highly disadvantageous" to the provincial government.

The Government Properties
committee of the SP presided over by chairperson Board Member Amalia R. Tirol with BM Piollo and Alfonso Damalerio II, committee vice-chairperson and member, respectively, had been conducting meetings to come up with recommendations with provincial legal officer Atty. Handel Lagunay and PLDT's representative Edwin Rubi, the company's supervisor.
