The Sangguniang Panlalawigan here has snubbed anew the request of the Central Visayas State College of Agriculture, Forestry and Technology (CVSCAFT) for an endorsement from the provincial lawmakers in support of its application for a state university.
This came following a Resolution was proposed during the others matters of the SP's regular session yesterday by neophyte lawmaker board member Alfonso Damalerio II, which expresses support for CVSCAFT bid.
But the tug-of-war between the provincial government and the CVSCAFT over just compensation of the provincial-owned lot now being occupied by the latter, including those (lots) in Bilar town, refused to die down.
Damalerio's attempt to resurrect SP's needed support prior to CVSCAFT approval as state universities may be considered, however, by the lawmakers.
The proposed Resolution was referred back to the joint committees on government properties and tourism and education chaired by BM Amalia Tirol and BM Ester Corazon Galbreath, respectively.
Tirol said that the matter was already thrown out by her committee because of lack of assurance that the provincial government be paid for its properties in this city particularly.
It was learned that even the transfer of the title of the property to CVSCAFT from the province allegedly has not been completed yet as mandated by the law creating the CVSCAFT because of the claims of the province for compensation.
If prevailing fair market value of lot along CGP avenue in this city in the amount of P25,000/sq.m. would be the basis, the price of the said lot where CVSCAFT now stands would probably fetch between P300 million to half a billion pesos.
"CVSCAFT has been providing quality college education reaching out to the masses by establishing extension campuses all over the province," said Damalerio in his Resolution.
If approved, Damalerio's Resolution said that the approval of its application for a state university "would open up doors to funding agencies that could provide research grants in relevant fields of study which would eventually redound to the benefit of the province."
